Located only 35 minutes south of Edmonton and 55 minutes north of Red Deer, the City of Wetaskiwin provides all the amenities and quality of life of an urban-rural center.
   Reporting to the General Manager of Municipal Services, the Manager of Public Works has primary responsibility for planning, organizing, directing, controlling, and evaluating the City’s public works projects, programs, and activities. The Manager is responsible for the administration, performance and supervision of the public works functions of the City including fleet services, parks and open spaces, cemeteries, roadways, bridges, sidewalks, trails, snow and ice control, drainage, and waste management. The Manager is also responsible for collaborating with other Departments, such as Engineering and Facilities. This position is instrumental in building a positive culture for employees and external stakeholders, will be involved in public works projects, and supporting their team’s area of focus.
   Role and Responsibilities:
   Supervision and Leadership 
   –
    35%
   Provide management, supervision, leadership, and collaboration to the Public Works Department, including, but not limited to, establishing expectations, mentoring, and coaching, empowering the team, performance evaluation and management, scheduling, recruitment and selection.  Issue corrective actions in a timely manner where necessary.
   Lead the Public Works Department in providing excellent customer service, assistance and guidance to developers, consultants, and residents in accordance with approved directives, policies, and standards.
   Evaluate and determine corporate and department priorities, and review and guide activities of the team.
   Manage consultant contracts as necessary to support the work of the department.
   Provide accurate advice to Council and Administration on related items.
   Assist in the management, development, and maintenance of suitable databases to support the work of the department.
   Act for the General Manager of Municipal Services when delegated to do so.
   Coordinate and engage with other departments as necessary, building cooperation between areas.
   Lead staff using the community 50-year vision as a guide.
   Operations and Stewardship – 35%
   Ensure the Council approved service delivery commitments are effectively and efficiently delivered.
   Ensure the efficient and effective operation and maintenance of Public Works infrastructure in alignment with the City’s priorities, commitments, and Strategic Plan.
   Oversee and manage operations and maintenance contracts, projects, preventative maintenance plans, guidelines, standard operating procedures for all related assets. 
   Develop specific business plans, operational costs, performance metrics, schedules, and ensure regular reporting.
   Support compliance with applicable master plans and ensure business plans and commitments to service levels are maintained to properly maintain the City’s infrastructure.
   Ensure that operations are compliant with Federal, Provincial, and Municipal regulations and legislation.
   Ensure processes and practices are in place to continually assess operations to identify opportunities for improvement and ensure best practices and operational efficiencies are implemented.
   Review, coordinate and provide feedback for new subdivisions, developments, area structure plans, other planning documents, and capital project plans to ensure that all operational concerns are addressed throughout the planning process and construction period.
   Ensure that concerns and issues are addressed in a responsive and pro-active manner, striking a balance between the interests of Council, Administration, ratepayers, and the community.
   Lead and support various departmental initiatives toward continuous improvement.
   Be a lead in the engagement process as it relates to the provision of project information through open houses and information provided to the City’s website.
   Represent the City and participate in regional technical committees, as necessary.
   Financial 
   –
    25%
   Prepare and monitor expenditures monthly for the department budget and report any variances.  Address long-term financial plans and ensure cost estimates are in place for all areas of responsibility.
   Annually review and recommend changes to department fees and charges.
   Complete annual business cases and project charters and participate in budget preparation.
   Develop and adhere to approved service level standards.
   Contribute to corporate culture through the promotion and adherence to the City’s values.
   Complete special projects as required.
   Promote health and safety across the organization and ensure business practices adhere to the City’s workplace safety initiatives and applicable Occupational Health and Safety legislation.
   Demonstrate Values and Behaviours of the City.
   Responsible for using confidential information appropriately and maintaining the confidentiality and security of all information related to the City.
   Additional duties as required.
   General 
   –
     5%
   Develop and adhere to approved service level standards.

   Promote health and safety across the organization and ensure business practices adhere to the City’s workplace safety initiatives and applicable Occupational Health and Safety legislation.
   Demonstrate Values and Behaviours of the City.
   Responsible for using confidential information appropriately and maintaining the confidentiality and security of all information related to the City.
   Additional duties as required.
   Knowledge, Skills & Experience
   Practical knowledge and understanding of municipal policies, procedures, and processes.
   Experience with municipal finance and the budgeting process.
   Ability to organize, coordinate and follow up on issues/concerns/program/ projects.
   Strong organizational skills and experience to be able to assess and prioritize to meet deadlines, respond to emergencies, and complete work in compliance within service delivery timeframes and all standards and regulations.
   Excellent presentation, facilitation, negotiation, and conflict resolution skills and demonstrated ability to effectively lead group discussions.
   A team player with a collaborative approach, and the ability to work independently and as part of a team.
   Excellent oral and written communication skills to clearly and persuasively present ideas and recommendations that involve complex and sensitive issues to internal and external stakeholders.
   Excellent interpersonal and customer service-oriented skills, with the ability to develop and maintain cooperative and professional relationships, both internally and externally.
   Experience with financial analysis methodologies, project management, efficiency process planning, and contract management experience is an asset.
   Demonstrated ability to use sound judgment, initiative, and creativity to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to the situation.
   Knowledge of leadership techniques, principles and procedures to coach and mentor employees, and to assign work, schedule, supervise, train, and evaluate employees.
   Experience and practical knowledge of computer software (ex. Microsoft Office Suite, Questica).
   Valid Alberta class 5 Driver’s license.
   Ability to demonstrate sensitivity and maintain confidentiality in all matters.
   Ability to represent the City and department in a professional, competent manner.
   Proficient in office administration including office process, writing, editing, data entry and maintaining files, records, correspondence.
   Education & Work Experience
   Related post-secondary education; Public Works Supervisor Program is desired; Bachelor’s Degree in Civil Engineering with a P.Eng designation with a minimum of eight years’ of directly related experience. A Professional Licensee ((P.L. (Eng.)) or Professional Technologist ((P.Tech. (Eng.)) in the civil discipline with a minimum of ten years’ experience may be considered. Equivalent combinations of education and experience may be considered. An equivalent combination of education and experience may be considered.
   8+ years of professional experience in public works, including at least 3 years of progressive supervisory experience.
   Experience and practical knowledge of computer software (ex. Microsoft Office Suite, Questica).
   COVID-19 Requirement
   Successful candidates will need to be double vaccinated or provide a negative rapid COVID19 test result. The City is providing testing kits at this time, however this is based on supply. If testing kits cannot be procured as long as required, employees will be responsible to get rapid tested on their own time and at their own expense.
