At its January 9 , 2024 City Council Meeting , the City of Orange approved the amended and restated Franchise Agreement with CR&R , Inc . to establish solid waste rates for residents and businesses within the City of Orange . This Franchise Agreement update is part of the City’s commitment to improve and maintain reliable and consistent service to residents and businesses . The new rates starting March 1 , 2024 are similar to municipal solid waste franchises in surrounding cities . Each year starting 2025 , the residential and commercial rates will be automatically adjusted on July 1 using a formula that adjusts for the cost of operations . Additionally , the commercial rates were approved for a phased approach with a secondary adjustment to go into effect on July 1 , 2025 . The full rate exhibit of the new rates are
