NOTICE TO PUBLIC
OF
INTENT TO REQUEST RELEASE OF FUNDS
COUNTY COMMISSIONERS OF
CHARLES COUNTY , MARYLAND
The purpose of this Notice is to identify actions to be taken by the County Commissioners of Charles County , Maryland .
On or about February 5 , 2024 , Charles County will request that the Maryland Department of Housing and Community Development release federal funds from the Maryland Community Development Block Grant Program to be used for the following project:
Project Title: Recovery Housing Program
Purpose of Project: Funds will be used to purchase a home to be used for a women’s recovery housing program .
Location: 113 Myrtleleaf Place , La Plata , Charles County , Maryland
Total Project Cost: Up to $800 , 000
Notice is hereby given that Charles County has prepared an Environmental Review Record on the project described in this Notice and has determined said project to be Categorically Excluded Subject to Part 58 . 5 under the provisions of the National Environmental Policy Act of 1969 ( NEPA ) as amended .
The Environmental Review Record , which documents the Environmental Review of this project , is available for public examination at the Charles County Department of Community Services , 8190 Port Tobacco Road , Port Tobacco , Maryland during normal business hours of 8:00 A . M . to 4:30 P . M . , telephone number 301 - 934 - 0124 .
Request for Release of Funds
Charles County will undertake the project described above with Maryland Community Development Block Grant Funds . This Notice also certifies that Reuben B . Collins , II Esq . , serving in the official capacity of President , County Commissioners of Charles County , consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental reviews decision - making , and action; and certifies that these responsibilities have been satisfied . The State’s approval of the certification satisfies its responsibility under NEPA and related laws and authorities and allows Charles County to use CDBG funds .
Objections to Release of Funds
Objections to the release of funds will be accepted by the Department of Housing and Community Development only if one or more of the following apply: ( a ) that the certification was not in fact executed by the Certifying Officer; or ( b ) that Charles County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; or ( c ) the grant recipient or other participants in the development process have committed funds , incurred cost or undertaken activities not authorized by this part before Release of Funds and approval of the environmental certification by DHCD; or ( d ) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality . All interested agencies , groups , and person disagreeing with this decision are invited to submit written comments to Charles County and to the CDBG Environmental Officer , Maryland Department of Housing and Community Development , 7800 Harkins Road , Lanham , Maryland 20706 .
