   General Purpose: 
   Conducts duties associated with determining eligibility for State and Federal Public Assistance programs such as Adult Financial, Medical Assistance, Child Care Assistance, Colorado Works/TANF, and Food Assistance.  Interprets rules and regulations, as statutorily promulgated, of all program areas and completes computer data entry to determine approvals, denials, and changes to Public Assistance cases.  Facilitates and/or coordinates the processes and procedures necessary to provide customers with assistance.  This position provides clerical support and administrative duties such as reception, order/receipt/deliver office supplies, receipt/routing of mail, answers/routes phone calls, organize front desk area, maintain applications for Public Assistance Programs, schedule appointments and other related duties.
    
   Essential Job Functions:
   • Determines eligibility and conducts case management duties, in conjunction with the Colorado Benefits Management System (CBMS), associated with the delivery services for the receipt of Public Assistance.
   • Conducts interviews and gathers information such as income, financial resources and household composition as necessary to determine eligibility for financial and medical assistance programs; assists customers in completing forms and obtaining the necessary documentation and reviews for accuracy.
   • Assesses customer needs and makes referrals to other agency and community resources.
   • Verifies all information through computer data banks, pay stubs, collateral contacts, employers, financial institutions, and vendors/providers.
   • Informs applicant/recipients of rules and regulations and their rights and responsibilities for eligibility to receive assistance.
   • Establishes and conducts the necessary accounting processes and procedures to record and account for assistance payments.
   • Provides prompt and accurate answers to questions about Public Assistance Programs and other resources available through the state, the community or within the agency.
   • May assist participants in developing a plan for Public Assistance and follows up with participants to ensure that they are adhering to the plan; revises the plan if necessary.
   • Completes research and investigation in order to make appropriate and accurate referrals for recovery of funds or fraud investigations.
   • Participates in or conducts meetings within the community as it relates to Public Assistance Programs.
   • Performs other duties as assigned.
   Job Location:  
   Department of Human Services, Fairplay, Colorado; there may be some travel to Bailey office.

   This position will be in contact with applicants and recipients of public assistance programs; with members of local, state and federal agencies; and with other Park County staff on a regular basis to provide and gather information, to verify resources and for reporting purposes.
   Responsibility for property, materials, money, and confidential information:
   This position is responsible for the information connected with the routine performance of duties related to files, applications, and all other information as assigned.
    
   Physical Requirements
   :
   The majority of time will be spent in an office environment.
     
   Some travel will be required between Fairplay and Bailey and for training or client home visits.
   Minimum Requirements:
   Education
   :
     
   High school diploma or GED
      
   Experience
   :  Preferred one-year experience as a Self Sufficiency Technician I or comparable customer service/financial experience position, general knowledge of office equipment and computer skills with current technology and ability to use or learn a variety of application software programs required. Preferred experience for Self Sufficiency Technician II; two program caseload with minimal error rate, meets or exceed yearly goals, annual evaluation 3 or above and quality customer service.  Preferred experience for Self Sufficiency III Technician; minimum of three years of managing public assistance caseloads, three or more programs caseload with proficiency and minimal error rate.
   High level of interpersonal and customer service skills
   Must pass background check
   Must have and maintain a Valid Colorado Driver’s License
   Knowledge, Skills and Abilities
   :
    Knowledge of SNAP/food assistance programs, Medicaid, Adult Financial, Colorado Child Care Assistance Program, TANF, LEAP and other assistance programs preferred
   Ability to effectively communicate and work with clients; co-workers; members of local, state and federal agencies
   Ability to assess situations and make appropriate decisions
   Ability to use standard office equipment including computer, fax, copier; must have proficiency in Microsoft Office including Word and Outlook
   Ability read, interpret, and analyze information
   Ability to follow procedures and policies
   Ability to react under pressure in a professional manner and to approach difficult situations in a tactful manner
