Under the direction of the Mayor or his designee, the Human Resource Manager
plans, coordinates and administers all
Human Resource functions of the city including but not limited to recruitment, employee relations, policy and procedure development,
consultation to employees, managers, and directors on Human Resource concerns.

Requirements
Must be able to identify and respond to organizational needs
Analyze problems and identify solutions
Communicate clearly, both orally and in writing
Maintain confidentially
Develop and administer City and program goals and objectives
Interpret and apply federal, state and local laws and policies
Pre-employment drug screening and background check
Responsibilities
Creating and revising job descriptions
Developing, analyzing and updating the company’s evaluation program
Developing, revising, and recommending personnel policies and procedures
Maintaining and revising the company’s handbook on policies and procedures
Assures compliance with appropriate legal and reporting requirements such as EEO, ADA, FMLA and FLSA
Manage and over-see the City’s Workers Comp claims and issues
Advises Directors, Assistance Directors, Managers, Officers and Supervisors on employee relations and policy matters
Performing benefits administration
Overseeing recruitment efforts for all personnel, including writing and placing job ads
Conducting new employee orientations and employee relations counseling
Overseeing exit interviews
Maintains department records and reports
Participating in administrative staff meetings
Recommending new policies, approaches, and procedures
Complete
additional duties necessary to fulfill the scope of the position as assigned by the Mayor or his designee.
Qualifications
Requires a Bachelor’s degree or equivalent from an accredited college or university with major in human resources, employment law, public administration or business administration
Five years’ experience in human resources administration or comparable experience
