For the fifth year in a row , the City of Hot Springs’ Finance Department has been awarded the Distinguished Budget Presentation Award for its 2022 budget publication by the Government Finance Officers Association ( GFOA ) .
   “The award represents a significant achievement” and “reflects the continued commitment of the governing body and staff to meet the highest principles of governmental budgeting , ” said the GFOA in its award notification letter to the City .
   The City of Hot Springs was among only six Arkansas municipalities in 2021 to be GFOA budget award recipients .
   “I appreciate the GFOA for recognizing the City’s Finance Department with the Distinguished Budget Presentation Award for the fiscal year beginning Jan . 1 , 2022 . This is a huge accomplishment that involves several key staff members , and they all should be very proud of this honor , ” said Hot Springs City Manager Bill Burrough .
   In order to receive the budget award , an entity has to satisfy nationally recognized guidelines for effective budget presentation . These guidelines are designed to assess how well an entity ' s budget serves as a policy document , a financial plan , an operations guide and a communications device . Budget documents must be rated proficient in all four categories , and in the 14 mandatory criteria within those categories , to receive the award .
   The review comments for the Hot Springs 2022 Budget Book included “outstanding” ratings in document - wide criteria , such as the inclusion of statistical and supplemental data and the overall design .
   “This document was well put together , ” wrote one GFOA reviewer . While another added: “Very good statistical and supplemental information about the community is included…the budget looks very good and was easy to follow . ”
