SALARY:
$74,255.00 Annually plus take-home vehicle & cell phone. Additional benefits include health, life, dental, vision and disability insurance, retirement plan, paid time off, FSA/HSA.

Incumbent serves as Supervisor for the Highway Department, responsible for overseeing Department repair and maintenance operations, and supervising employees.
DUTIES:
Coordinates employees, materials and equipment for each district to ensure adequate personnel and supplies are available for all projects.
Supervises and directs the activities of Department personnel, including interviewing and hiring new employees, providing training and work assignments, evaluating job performance, and terminating employment as necessary.
Orders materials and supplies necessary for projects and operations.
Performs daily inspections of job sites to evaluate progress and ensure quality of work accomplished.
Maintains contact with independent contractors to coordinate work within project time frames.
Receives and investigates public complaints regarding road conditions, determines validity of complaints and initiates projects as needed; performs frequent inspections of County roads and bridges to determine maintenance work needed.
Inspects Department equipment and facilities on a regular basis, directing repairs or clean-up as needed.
Administers Highway funds, ensuring equitable division between districts and maintaining a weekly balance of accounts.
Monitors road and weather conditions on a continual basis, coordinating personnel and equipment necessary to meet changing conditions.
Attends monthly County Council meetings; prepares and presents request forms for transfer or additional of funds as necessary.
Works in conjunction with Commissioners to prepare annual road work program; prepares cost estimates for each road requiring work and reference with estimated budget.
Prepares a year-end account of total expenditures for each District, and presents to Commissioners.
Prepares and submits annual Department budget and administers upon approval.
Reviews annual Department supplies and material bids and makes recommendations to Commissioners on award of bids.
Coordinates long-term projects involving replacement of trucks and other road equipment; prepares bid specifications for all equipment purchased and makes recommendation on purchase to Commissioners.
Serves on 24-hour call for emergency situations.
Performs related duties as assigned.
JOB REQUIREMENTS:
Thorough knowledge of construction techniques, materials and equipment applicable to the maintenance and construction of County roads and bridges, gained through experience with Highway operations or a related field; ability to effectively perform the essential duties of the position.
Ability to supervise and direct the activities of Department personnel, including hiring, firing, training, evaluating and making work assignments.
Knowledge of budget preparation and administration, and the ability to estimate construction and material costs for County bridges and roads.
Ability to communicate effectively and tactfully with Department employees, other government agencies and officials, and members of the public, both orally and in writing.
Ability to plan and coordinate a variety of concurrent repair projects.
Ability to work extended or irregular hour during emergency situations.
Ability to legally operate a motor vehicle.
Proven safe driving record.
Possession of a valid Commercial Driver’s License with required endorsements.
DIFFICULTY OF WORK:
Incumbent performs supervisory and administrative duties according to the standard practices and policies of the Department and the construction field. Establishing project priorities and estimating costs involve the consideration of many variables. Judgement is required to coordinate project employees, equipment and costs to best meet the needs of the County.
RESPONSIBILITY:
Incumbent’s duties have a substantial impact on overall Department operations and employees. Duties involve both the implementation and establishment of policy, with work reviewed by Supervisory board for appropriate supervision of Department operations. Any unusual problems or situations are referred to Supervisory Board at the discretion of the Incumbent.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent communication with Department co-workers, other government agencies and officials, vendors,
contractors,
and
members of the public for a variety of purposes, including
coordinating projects, investigating complaints, inspecting work in progress and supervisory duties.
Incumbent reports directly to County Commissioners.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment and in the field, with some heavy lifting during inspection duties. Duties require frequent automobile travel to work sites.
