Harborwalk phase II parking lot and uplands improvement project construction are well underway , to continue to the end of this year , weather and COVID related materials delay depending . The parking lot between Gill St . and Gilchrist St . is in the process of being constructed . The parking lot between McGregor and Gilchrist has been permanently removed and will be replaced with on - street diagonal parking . The northern end of McGregor St . at W . Retta Esplanade Ave . is scheduled for closure Monday , June 13 , 2022 , for drainage cross pipe and basin replacements until complete .

The project consists of demolishing existing parking lots , constructing new parking lots , sidewalks with decorative lights and bollards , landscaping , and street tree installation . The new configuration also includes new on - street diagonal parking , crosswalks , sidewalk connections , ADA sidewalk ramps , patterned textured pavement , and pavement markings .
Travelers are requested to use extreme caution while workers are present in the right of way and allow additional time for travel as temporary delays are anticipated .
