In response to recent inaccuracies published by a local newspaper , it is necessary to clarify that during their meeting on December 28 , the Riley County Board of County Commissioners approved and signed an agreement with the City of Manhattan . The agreement allowed Riley County Community Corrections to accept a 2024 funding award from the City of Manhattan Special Alcohol Fund . Contrary to misinformation in the newspaper article , this grant , totaling $27 , 800 , was not awarded from the county to the county , but rather from the City of Manhattan to Riley County Community Corrections . The funds , earmarked for adult ( $23 , 500 ) and juvenile ( $4 , 300 ) offender programs , will support drug and alcohol recovery services in the community , aligning with the grant agreement ' s outlined objectives .  
   Riley County Community Corrections has applied for and received funding from this grant since 2011 to support drug and alcohol services for clients . Both Riley County and the City of Manhattan have demonstrated a commitment to enhancing community well - being through targeted initiatives focused on alcohol and drug use recovery .    City of Manhattan Special Alcohol Funds are derived from
   State of Kansas liquor taxes
    . The State of Kansas imposes a 10% tax on the sale of drinks containing alcoholic liquor by clubs , caterers , or drinking establishments . Guided by City of Manhattan municipal code , the Special Alcohol Funds are mandated for the explicit purposes of "purchase , establishment , maintenance or expansion of services or programs whose principal purpose is alcoholism and drug abuse prevention and education , alcohol and drug detoxification , intervention in alcohol and drug abuse , or treatment of persons who are alcoholics or drug abusers or are in danger of becoming alcoholics or drug abusers . "
