JOB SUMMARY:  
   This is a highly technical position which designs, develops, programs and maintains enterprise Geographic Information Systems (GIS) databases, services, spatial data, applications and interfaces to various systems on a client/server platform. The GIS Coordinator is the senior GIS professional and is charged with the responsibility of directing the continued GIS development for the City of Lancaster.  The GIS Coordinator is the chairperson of all GIS Committees.  This position receives direction from the IT/Telecom Superintendent. 
   Work is performed independently or in conjunction with other personnel.  The GIS Coordinator will be required to assume responsibility or delegate specific work assignments to a project team, including assignment of individual responsibilities, tasks and technical functions.  The GIS Coordinator is the primary liaison for all GIS projects which involve the City and selected vendors.  It is imperative that all projects, maps and data conform to the standards set forth by the efforts of this position.  The GIS Coordinator will provide technical resolution to situations as they are encountered and may be required to train individuals in a classroom environment.  This position may assist in managing finances under the department budget or Capital Improvement Fund. 
   ESSENTIAL FUNCTIONS:            
    
   Direct GIS projects; coordinate schedules for project implementation; develop geodatabase schemas.
   Provide technical direction for GIS technicians in City Departments; assist GIS Technicians in the development of GIS standards, work flow and geodatabase versioning.
   Participate in the interview and/or employment process of GIS Technicians; have final approval of individuals who will participate in the City’s GIS mapping and database functions.
   Using IT resources, act as the city’s liaison to Fairfield County and representatives from other government or public agencies; resolve conflicts between data standards; work with these agencies to streamline data exchange.
   Manage geodatabases under Microsoft SQL Server; maintain data integrity of geodatabases in cooperation with the IT staff.
   Manage GIS services for ArcGIS Enterprise and ArcGIS Online capabilities and prepare web mapping applications to disseminate such data.
   M
   aintain software licensing and maintenance programs for GIS software.
   Develop maps and/or data for departments which do not employ GIS technicians.
   Maintain orthophotography tiles; import images into geodatabase.
   Responsible for establishing and/or approving map templates developed for use by City Departments.
   Maintain cross-street data and layers used in the Police Department Computer Aided Dispatch system.
   Attend various training and seminars that further the individual’s knowledge of GIS.
   Periodically participate in management meetings, city council meetings or other structured groups; prepare and present material and/or reports at these events.
    
   QUALIFICATIONS:
                             
   Associate Degree in GIS design or drafting. Minimum of four years of GIS experience.
   A valid Ohio Operator’s License must be maintained.  City vehicles cannot be driven without meeting insurance requirements. 
   Must successfully complete a pre-employment physical examination, drug test, criminal background investigation and driving record check.
    
   Must be able to recognize and distinguish colors.
