The City of Independence has extended its membership with NOPEC ' s electric and natural gas aggregation programs .
   Most eligible residents and small businesses will receive natural gas and electric enrollment letters in the mail in mid - to - late - April .   The letters will include details about the aggregation programs , rate options , and how to opt out of the programs if they choose to .  
   You do not have to do anything to continue being enrolled with NOPEC .   Eligible customers will automatically be enrolled in the Standard Program Price .
