   GENERAL STATEMENT OF DUTIES:
   Under the general supervision of the Fire Prevention Bureau Director, the Fire Prevention Bureau Inspector shall be responsible for carrying out duties as assigned pertaining to Fire Prevention Code Enforcement, inspection and testing of fire alarm/suppression systems, plan review, and public education.  He/she must also maintain the physical condition and stamina to carry out all duties required of an inspector at the scene of an emergency situation. 
   SUPERVISION RECEIVED:
   Work is performed under the managerial direction of the Fire Chief, Deputy Fire Chief, and Fire Marshal.
   SUPERVISION EXERCISED:
   As assigned by the Fire Chief, Deputy Fire Chief, and Fire Marshal.
   JOB RESPONSIBILITIES OF THE CIVILIAN FIRE INSPECTOR WHICH MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
   Inspect occupancies throughout the City of Waukegan for fire safety and compliance with all fire codes as adopted by the City of Waukegan and the State of Illinois.
   Inspect special installations that could present a hazard, e.g. underground and above ground storage tanks, tents, and other matters involved with the fire codes.
   Witness as a representative of the Fire Prevention Bureau, acceptance test of fire alarm systems, sprinkler systems, hood and duct extinguishing systems, storage tank installations, and other installations or processes as directed by the Director of the Fire Prevention Bureau.
   Investigate or assist with investigation of fires, industrial incidents, or other emergency incidents as directed.
   Maintain a functional knowledge of the fire codes as adopted by the City.
   Work with the Waukegan Police Department, State Fire Marshal’s Office, or other government agency in matters pertinent to Fire Prevention and Fire Investigation. 
   Work with the City of Waukegan Building Department and Code Enforcement in matters pertinent to Fire Prevention and Fire Investigation. 
   Prepare reports as required, such as inspection reports, building records, fire investigations, and other reports as may be directed.
   Review building plans for compliance with fire codes and requirements.
   Investigate and act on complaints from the public.
   Review NFIRS data entry report for accuracy.
   Report any significant or serious matter directly to the Fire Prevention Director, or his assistant, in order to keep the Fire Administration informed of the activities of the Bureau.

   KNOWLEDGE OF:
   Principles and systems of fire safety and protection, including equipment and systems of extinguishments;
   Principles, methods and equipment used in investigation of origin and cause of fires;
   Laws, codes and ordinances governing fire safety of buildings, hazardous materials, and land including special license and permit applications;
   Code Enforcement procedures and authorities of involved jurisdictions;
   Record keeping and reporting requirements for fire safety inspections, permits and fire investigations.
   SKILL IN:
   Evaluating fire safety compliance of structures, fire suppression systems and equipment, commercial and industrial operations, and special use permit applications;
   Investigating and analyzing origins and causes of fires, including collection of evidence;
   Reading, interpreting and applying fire safety codes, ordinances and laws;
   Reading and interpreting building plans, schematics and diagrams;
   Preparing clear and concise reports, correspondence, and other written materials;
   Operating fire investigation tools and equipment;
   Remaining calm, making sound decisions, and responding appropriately in emergency situations; and 
   Establishing and maintaining effective working relationships with those encountered in the course of the work. 
   MINIMUM QUALIFICATIONS:
   High School diploma or equivalent, an Associate Degree or Bachelor’s Degree in Fire Science preferred. 
   One (1) to five (5) years’ experience in the fire service or a related field; or an equivalent combination of experience and training.
   Possess a valid driver’s license. 
   CPR Certified or obtain CPR Certification, at the BLS Healthcare Provider Level within 6 months of employment.
   Certified Fire Investigator or obtain Fire Investigation Certification within 18 months. 
   Certified Fire Inspector or obtain Basic Fire Prevention Officer Certification within 18 months. 
   Maintain the ability to constantly treat the public and other fire services personnel with respect while maintaining a professional demeanor, even in difficult circumstances.  The Fire Prevention Bureau Inspector must adhere to high standards of professional conduct at all times as he/she is essentially an “ambassador” for the Waukegan Fire Department/City of Waukegan. 
   Must be able to work without direct supervision, communicate concisely, both in written form and orally. 
   Knowledge of how to use computers and job related software.
   TOOLS AND EQUIPMENT USED:
   Motorized vehicles, two (2) way radios, evidentiary equipment including cameras, tape/video recorders, shovel, axes, and picks, investigative tools and equipment, and standard office equipment.
   PHYSICAL DEMANDS:

   While performing the duties of this job, the employee is required to perform on-site visits of fires, accidents, and/or explosions and is exposed to possible hazards associated with on-site visits such as smoke, hazardous materials/chemicals, and unsound buildings.  The employee is frequently required to walk throughout field work sites, bend, stretch, squat, kneel, balance, climb, and use hands and fingers to handle equipment to perform duties.  Specific visual demands required by this job include the ability to work in situations with poor lighting or artificial lighting.  The employee must be able to walk, stand, or sit for an hour or more at a time; to lift or carry objects weighing 5-30 pounds; and to work in areas that may be very uncomfortable due to extreme temperatures, noise, odors, or other conditions.  Work is performed in a moderately quiet office environment and in a moderately loud field work environment.
