DEFINITION:
Under general direction of the MCAG Executive Director, plan, assign, coordinate, direct, and supervise the Merced County Regional Waste Management Authority (RWA or “Authority”) functions including the two landfills and perform related work as required.
The position classification is responsible for the overall management planning, development, and coordination of regional waste management disposal and diversion programs, resources recovery, contract development and administration and other integrated waste management programs. This position reports directly to the MCAG Executive Director.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to the following:
•
Plans, assigns, coordinates, directs, and supervises the work of Authority personnel.
•
Responsible for developing and administering the Authority budget in coordination with MCAG’s Finance Director.
•
Represents the Authority in meetings with the Board of Directors, Technical Review Board, Local Task Force, member jurisdictions, agencies, contractors, and the public.
•
In coordination with MCAG administration, develops and implements Authority policies and procedures.
•
Makes recommendations on disposal fees and programs for the Authority.
•
Provides planning for implementation and compliance with State Regulations dealing with waste management and disposal.
•
Prepares, develops, and administers grants and contract projects.
•
Analyzes and resolves questions and problems concerning waste management operations.
•
Directs the various environmental monitoring activities.
•
Answers and responds to complaints, accidents, emergencies, and other problems.
•
Prepares reports for submission to the Federal and State governments.
MINIMUM QUALIFICATIONS:
Experience:
Five (5) years of increasingly responsible work in developing, implementing, or managing a waste management operation or closely related organization, authority, department, or activity. Two (2) years of the required experience must have been in a supervisory or administrative capacity.
Education:
Equivalent to graduation from a four (4) year college in business administration, public administration, engineering, or related field. (Additional qualifying experience may be substituted for the required education on a year for year basis).
Licenses:
Possession of an appropriate operator's license issued by the State Department of Motor Vehicles at the time of appointment.
Desirable:
Advanced degree in public administration, business administration, engineering, or environmental science.

Develop and manage the contracts, modification and/or the design of projects.

Analyze data, interpret policies, procedures, and regulations, develop appropriate conclusions, and prepare reports.

•
Resolve conflicts and respond appropriately to complaints.
•
Complete multiple priority projects with conflicting deadlines.
•
Maintain confidential information in accordance with legal standards and/or Authority regulations.
•
Conduct field inspections on uneven surfaces and under various environmental conditions.
•
Establish, implement, and achieve goals and objectives.
•
Make presentations to the Technical Review Board, Board of Directors, the Local Task Force, and other groups.
•
Train, evaluate and supervise staff.
Desirable Qualifications:
•
Administrative procedures in directing, coordinating, and controlling the delivery of public services.
•
Principles of program planning, development, and evaluation.
•
Principles of supervision, training, and personnel management.
•
Principles of governmental accounting, budget preparation and control.
•
Federal, State, and County laws regulating waste management.
•
Familiarity with State Public Contract Code.
•
Accepted safety practice relating to waste management.
•
Principles of engineering design and mathematics.
•
Cost estimating and contract administration.
Ability to:
•
Plan, assign, coordinate, direct, and supervise the activities of Authority employees.
•
Interpret and apply laws, regulations, and policies relative to the operations of the waste management system.
•
Prepare comprehensive and technical reports.
•
Establish and maintain effective, cooperative, working relationships with member jurisdictions, employees, governing and regulatory bodies and the public.
•
Effectively administers professional services contracts.
•
Interpret and apply laws, regulations and policies relating to waste management.
•
Operate a personal computer and related software programs.
•
Effectively monitor consultants.
•
Establish, implement, and achieve goals and objectives.
•
Frequent use of depth perception, peripheral vision, and color perception.
•
Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
•
Kneel, bend, twist, squat, balance, and crawl.
•
Frequent use of hand-eye coordination; normal dexterity, frequent holding and grasping.
•
Frequent use of data entry device including repetitive hand and arm motion.
•
Occasionally lift and carry up to 40 pounds.
