CLASSIFICATION SUMMARY
The Director of Community Development oversees Planning, Building, Code Enforcement and Zoning Compliance for the Village. Specific activities include developing and ensuring compliance with land development regulations and managing day-to-day operations that include site planning, issuing building permits, coordinating inspections, managing geographical information systems and mapping, as well as ensuring compliance with the Village’s Code of Ordinances.
ESSENTIAL FUNCTIONS
Manages and directs the operations of the Community Development Department; assigns case loads, establishes work schedules and supervises staff; reviews and evaluates job performance and makes recommendations as appropriate.
Review of site plans and coordination with property owners/developers to ensure compliance with the Comprehensive Plan, Citizens’ Master Plan and Commercial Land Development Regulations.
Formulates and recommends policies and develops procedures for policy implementation for overall operations of the Building (in accordance with FS 468.604), Planning, Code Enforcement and Zoning Compliance Divisions, e.g., building permit and occupational license application processing, plan review and inspection procedures, and code enforcement policies and procedures.
Oversees preparation of information and logistical coordination for Planning Commission and the Code Compliance Special Magistrate meetings.
Collaborates with other Village Departments on the planning, design and development of Village capital projects and directs the supervision and inspection of public projects within the Village relating to building, planning, and/or community development/redevelopment.
Develops specifications for, coordinates the review of and administers contracts with consultants and other contractors who will provide services associated with the functions of Community Development.
Establishes and maintains effective working relationships with contractors, engineers, architects, officials and other members of the general public and represents the Village in its dealings with these individuals.
Reviews the work of subordinates for completeness and accuracy, providing staff with the necessary support, training and technical assistance.
Responsible for the coordination of the development review process, including collaboration with other Village departments.
Interprets, monitors and recommends amendments to the Village’s Code of Ordinances in compliance with the Comprehensive Plan, the Zoning and Subdivision Code and other land development regulations.
Serves as staff liaison, makes presentations to, and meets with the Planning Commission. Meets as needed with community groups, developers, property owners and attorneys regarding planning, building, or code-related projects and/or issues.
Develops and oversees the annual budget for all divisions within the department, establishing budget parameters to ensure sound fiscal control.
Prepares a variety of documents including, but not limited to, budget proposals, technical reports, progress reports, charts and diagrams, procedural manuals and drafts of ordinances and resolutions.
Makes presentations to the Village Council, other governmental agencies and governing boards, and to the general public.

MINIMUM QUALIFICATIONS
Bachelor’s degree in Planning, Business or Public Administration, or related field (Master’s degree preferred).
American Institute of Certified Planners (AICP) certification encouraged.
Five (5) to seven (7) years of progressively responsible experience in planning, community development or public administration, including five (5) years supervisory experience.
Strong managerial, technical, communication and organizational skills.
Firsthand knowledge of Florida’s growth management and community development principles and practices.
Considerable experience in coordinating intergovernmental and interagency efforts pertaining to revitalization and redevelopment projects.
Demonstrated ability to analyze complex planning and community development issues, consider multi-dimensional solutions and recommend viable courses of action.
Must hold and maintain a valid State of Florida driver’s license.
PHYSICAL REQUIREMENTS
Task involve the ability to exert slight physical effort in sedentary to light work but may include some lifting, carrying,
pushing and/or pulling of objects and materials of light weight (5-10 pounds).
ENVIRONMENTAL REQUIREMENTS
Work is performed in normal office conditions with infrequent exposure to adverse environmental factors.
