   The City of Norcross is looking for a full-time Communications/Records Supervisor. This position provides administrative direction, supervision, and coordination of the activities and operations within both the Communications Division and the Records Department. This includes overseeing all functions within the divisions to include planning, organizing, coordinating, and evaluating personnel and coordinating assigned activities with other divisions, departments, and outside agencies.
   Essential Duties and Responsibilities:
   Serves as the Primary Terminal Agency Coordinator; manages all phases of the Criminal Justice Information System Terminal operations for the police department.
   Trains personnel in functionally acceptable NCIC and GCIC network principles, practices, methods, techniques, and procedures; certifies radio operators for the operation of the GCIC network as required.
   Assigns personnel shifts, off days, etc. for all Communications Officers.
   Conducts performance evaluations; approves/reviews subordinate payroll.
   Ensures that the department meets the requirements of such regulatory agencies as the National Crime Information Center (NCIC) and Georgia Crime Information Center (GCIC).
   Maintains copies of all office and GCIC/NCIC policies, procedures, and regulations; ensures the implementation of same.
   Monitors and routes incoming messages from national and state computer networks; enters and removes information as requested into NCIC and GCIC networks, including information on missing persons and stolen articles; validates information as required.
   Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
   Participates in the development and administration of the annual budget for both the Communications Division and the Records Department; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.
   Receives, monitors, and dispatches radio communications traffic for emergency and non-emergency situations for the city.
   Receives and screens incoming telephone calls from the public and other public safety agencies; categorizes and prioritizes calls.
   Dispatches the appropriate emergency personnel to incident locations.
   Maintains a continuous log of incoming telephone and radio calls; logs incoming calls for all participating agencies.
   Trains new Communications Officers.
   Attends training seminars required by GCIC.
   Coordinates with GCIC representatives during any required audits.
   Performs other related duties as assigned.
   Education and/or Work Experience Requirements:
   High School education or GED and at least four years of experience as a Senior Communications Officer and/or 1-2 years of supervisory experience. Equivalent combination of education and experience.
   Possession of or ability to readily obtain GCIC/NCIC certification.
   Active Georgia P.O.S.T. Communications Officer Certification
   Knowledge of principles, codes, regulations, and the law governing records management, warrants, and property and evidence of a police department.
   Knowledge of functions and relationships of the criminal justice system, courts, and law enforcement agencies.
   This position may require: 24-hour on-call assignment, overtime, or working weekends, holidays, 8-hour, 10-hour, 12-hour, and/or rotating shifts.

   Knowledge of applicable federal, state, and local statutes and departmental policies and procedures.
   Knowledge of the regulations and procedures of State and National Crime Information Centers.
   Knowledge of the radio codes used in public safety work.
   Knowledge of emergency and non-emergency dispatching procedures.
   Skill in the operation of radio/communications equipment.
   Skill in the operation of computers.
   Skill in written and oral communication.
   Skill in dealing with the public in stressful and non-stressful situations.
   Skill in maintaining records and preparing reports.
   Knowledge of a 24-hour emergency communication center including familiarity with public safety functions and concerns of the public safety communication’s environment, demands, requirements, and related laws, regulations, and systems.
   Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
   Knowledge of principles and processes for providing customer service. This includes meeting established quality standards.
   Knowledge of jurisdictional boundaries, thoroughfares, landmarks, public buildings; and the resources available to determine the location of incidents in the City of Norcross and surrounding jurisdictions.
   Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies.
   Excellent ability to listen and understand information and ideas presented verbally and in writing.
   Ability to handle a variety of human resources issues with tact and diplomacy and in a confidential manner.
   Ability to establish and implement effective administrative programs and procedures.
   Ability to plan and organize daily work routine and establish priorities for the completion of work in accordance with sound time-management methodology. Performs a broad range of supervisory responsibilities over others.
   Job Type: Full-time
   Salary: starting $40,896.84 (minimum) up to 53,165.89 (midpoint)
