City of Kingman Announces City Manager Finalists
KINGMAN , Ariz . – The City of Kingman is excited to announce three finalists for the position of City Manager . Finalists were narrowed down by the City Council from a group of 15 candidates , which were identified by MGT’s GovHR USA executive search consultants , following pre - screening of the initial 43 applicants for the position .
Edward Dickie
has 18 years of experience in city management serving in communities in Utah , North Carolina , and Arizona . His Arizona experience includes serving as Town Manager for Parker , City Manager of Nogales and Town Manager of Dewey . Mr . Dickie holds a Bachelor’s degree in Geography and Earth Resources from Utah State University and a Master of Public Administration from the University of Nebraska .
Jessica Kinser
has 17 years of experience in local government and is currently serving as the Finance Director for the City of Ottumwa , Iowa . She previously served as the City Administrator for the City of Marshalltown , Iowa , the City Administrator for the City of Clinton , Iowa , and as their Finance Director/Assistant City Administrator/Interim City Administrator . Ms . Kinser holds Bachelor’s degrees in Political Science and English and a Master of Public Administration , all from Iowa State University .
Timothy Walshhas 15 years of experience in local government and currently serves as Director of Development Services for Mohave County , Arizona . He has held this position since 2016 and was the County’s Public Works Engineering Manager and Public Works Senior Civil Engineer . Mr . Walsh was a project engineer/manager for seven years in the private sector prior to joining Mohave County . He holds a Bachelor’s degree in Civil and Environmental Engineering and a Master of Engineering degree , both from Utah State University .
Two interview panels comprised of City department directors and community stakeholders will meet with the finalists on Monday , February 26
th
. The City Council will hold a Special Meeting to conduct their one - on - one interviews with the finalists on Tuesday , February 27
thin Executive Session , starting at 9:30 a . m . The finalists will appear in person at the City of Kingman Council Chambers .
