One of the priorities in the City of Palm Desert ' s Strategic Plan is to help ensure the development of high - quality housing for people at all income levels . To fulfill that vision , the City has partnered with the Coachella Valley Housing Coalition ( CVHC ) to help provide a chance at home ownership for people who might otherwise never have dreamed of moving into their own new home .
   CVHC , a nonprofit housing coalition , will develop 14 single - family , detached homes on lots donated by the City . The homes will be made available at an affordable cost to very low - and low - income first - time homebuyers through CVHC’s Self - Help program . Home buyer families form an informal association and agree to help each other build their homes with technical assistance provided by a competent construction supervisor .  
   The 14 new Palm Desert homes will be made available to qualified households that include a member currently employed within the jurisdiction of the City of Palm Desert .
   As part of the project , the City has also set aside $350 , 000 that will allow the City to provide up to $25 , 000 in additional assistance to qualifying very low - and low - income first - time homebuyers .  
   The transfer of City - owned lots to CVHC is the latest example of the City’s pledge to help provide housing for all . This commitment to affordable housing is also illustrated by the City’s two ownership opportunity projects as well as the more than 1 , 100 City - owned rental housing units located throughout Palm Desert .
