Examples of Duties
Under direction, plans, coordinates, and controls administrative services for the Department of Recreation and Parks. Performs professional administrative and managerial duties related to the planning and analysis of agency programs, policies, and operational procedures. Manages the development, preparation, and control of operating and grant budgets. Supervises professional and administrative staff.
Provides advice and counsel to the department director, deputy director, bureau chiefs, and others.
Coordinates and supervises the preparation, execution, and control of the agency’s operating and grant budgets.
Coordinates and approves departmental procurement activities.
Oversees and coordinates the agency's participation in State and Federal grant programs.
Oversees the administration of the agency’s personnel and payroll functions for all full-time, part-time, monthly, and seasonal employees.
Assists in identifying agency goals and objectives.
Assists in establishing program priorities and evaluating the use of agency resources in fulfilling goals and objectives.
Analyzes agency effectiveness, efficiency, responsiveness, management methods, policies, systems, procedures, and programs.
Oversees the development, revision, drafting, interpretation, and administration of agency policies.
Coordinates the preparation of the agency's responses to proposed County, State, and Federal legislation.
Supervises the development and use of automated management reports.
Supervises the preparation of a variety of monthly, quarterly, annual, and special reports.
Researches and prepares narrative and tabular reports on a variety of organizational topics.
Serves as agency liaison with other agencies, organizations, and groups.
Represents the department at meetings.
Composes confidential, substantive correspondence for agency head's signature.
Supervises and trains administrative staff.

Qualifications
Required Qualifications
Graduation from an accredited college or university with a bachelor's degree;
Plus
Eight years' responsible management experience involving the administration of budgets, and the planning, development, and analysis of organizational systems, policies, procedures, and programs, four years of which were in a supervisory capacity.
(Education beyond a bachelor's degree, in business or public administration, economics, political science, or a related field, may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience. Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities
Comprehensive knowledge of the development, preparation, execution, and control of operating and capital budgets. Comprehensive knowledge of the planning, development, and analysis of organizational systems, policies, procedures, and programs. Comprehensive knowledge of the supervision of staff.
Skill in administering the preparation and control of operating and capital budgets. Skill in the planning, development, and analysis of organizational systems, policies, procedures, and programs. Skill in the analysis of complex budgetary, financial, statistical, and other data. Skill in interpreting and administering policy. Skill in the supervision of professional and support staff. Skill in the preparation of statistical and budgetary reports.
Ability to learn and interpret Baltimore County rules and regulations, policies, and management systems. Ability to plan and coordinate the administrative activities of the Department of Recreation and Parks. Ability to establish and maintain effective working relationships with staff, officials of other agencies, and the public.
Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.
