POSITION SUMMARY
Reporting to Council, this position is primarily responsible for leading the organization by implementing the policies, programs, and services as set out by Council. This position ensures all resolutions and Bylaws of Council are carried out in compliance with the Alberta
Municipal Government Act
(MGA).
This position provides leadership and direction to the Senior Leadership Team (SLT) to ensure all Departments are managed and operated effectively and efficiently in alignment with the strategic direction of the Town. The responsibilities of this position are further identified and assigned by Council in the Town’s current CAO Bylaw.
This role represents the Town and works extensively to foster relationships with the Mayor and Council, municipal staff, the Union, municipalities, government agencies, community organizations, non-profit boards, businesses, and community residents.
WORK RESPONSIBILITIES
Municipal Governance
Attend all Regular, Special, and Committee Council meetings
Prepare, organize, and distribute agendas to Council for all meetings and public hearings
Ensure all Bylaws, resolutions, and other required information are readily available for public review
Prepare Bylaws and appropriate resolutions
Ensure all municipal records are retained in accordance with legislation
Complete all documents, agreements, or contracts approved by Council
Prepare correspondence resulting from decisions of Council
Recommend changes to programs, services, or the organizational structure which will improve service delivery
Ensure direction and decisions of Council are properly implemented and communicated to municipal staff
Inform and advise Council of significant matters pertaining to the administration of the Town
Develop strong working relationships with Council, understanding and respecting the distinction of Council and Administration
Act as the Returning Officer for local government elections
Monitor legislative changes to ensure organizational compliance
Appointed as the designated signer on Town agreements
Staff Management
Plan, coordinate, and supervise the operational activities of all Departments
Hire, motivate, develop, and manage the performance of SLT staff
Cultivate a work environment conducive to professional achievement and growth
Serve as liaison between Administration and Council
Strategy
Ensure all programs are developed according to Alberta legislation, industry standards, and best practices
Lead the development and execution of the organization’s Strategic Plan
Collaborate with SLT by analyzing internal operations and identifying areas for improvement
Communicate with SLT on legislation changes, industry development, standards, and Council decisions
Monitor and evaluate programs and services to ensure relevancy and effectiveness
Financial
Manage budgets, resources, projects, and delegate tasks effectively
Monitor the financial plan, financial statements, and cash projections
Oversee the municipal taxation and assessment process in accordance with the MGA
Ensure financial reports are prepared and submitted as required by legislation
Ensure expenditures receive approval before payment is issued
Ensure accurate records are kept for all financial affairs
Community & Stakeholder Relations
Promote and maintain a high standard of professional service and public relations with the community
Respond to requests, inquiries, or complaints and seek the appropriate resolution
Participate in meetings with local and regional committees, boards, and municipalities
Liaise with local, provincial, and federal governments
Most Difficult and/or Complex Aspects of the Position
Political, human relations and economic pressures provide challenges that impact this position. Issues faced in this position will be diverse, complex, politically sensitive, and often of a time sensitive manner within an extremely busy environment. The job position requires the incumbent to effectively balance competing and conflicting interests, project deadlines, and work tasks in a fast-paced environment.

This position faces a variety of operational or tactical challenges with little routine. Position incumbents need to rely on their professional/technical expertise to contribute to the strategic and full range of services offered by the Town.
Decision – Making/Accountability
Decision Making/Independence
This position functions with a significant level of independent decision-making authority. This position requires the incumbent to operate with a high degree of independence on applications or work tasks which may be complex and sensitive in nature. Some guidelines are provided by Town Policies, directives, and procedures, appropriate legislation, and Bylaws.
Results or Outcomes Expected
This position is expected to meet a minimum level of performance based on Town Bylaws and Policies.
Impact/Consequence of Error
Poor use of resources, failure to seek direction when needed, and poor judgement or planning decisions could undermine the effectiveness of services provided by the Town and the quality of Town assets. Inefficiencies and poor service may result in increased maintenance and improvement costs for infrastructure, decreased public satisfaction, and failure to meet legislated timelines and organizational outcomes.
Administrative Responsibility
Financial
This position is an integral part of monitoring ongoing project, capital, and operational costs and will establish and oversee the daily and long-term strategic management of assets within the Town.
Human Resources/Workforce
Review and inspect the work produced by employees, consultants, and contractors
Act as a staff liaison to the to the appropriate community groups
Communicate to staff organizational and Department direction, values, standards, Policies, and procedures
Monitor the allocation and direct the resources within areas of responsibility to ensure the achievement of deliverables articulated within applicable work plans and identified projects while maintaining a high level of service
Emergency Management
Participate in mandatory training and exercises. When the Emergency Coordination Centre (ECC) is activated, the position will act in an assigned role.
Safety & Risk Management
Ensure appropriate safety and risk management policies and procedures are in place and followed
Ensure all insurance and regulatory requirements are met
Ensure all staff are appropriately screened and trained
Ensure strong risk management practices with partners and customer groups
Contacts
Internal
Contact is made regularly with departmental staff, Council, management, and the SLT. The basis of this contact is to gather information related to the Town and ensure that Town practices, guidelines, and agreements are followed.
External
Contacts include consultants, contractors, external companies, government agencies, and the public. The nature of the contact is to provide information, guidance, and recommendations regarding service provision.
