Highlights from January 19 , 2024 Town Council Work Session
The Chapel Hill Town Council met for a Work Session on Wednesday , January 19 at 6 p . m . at Chapel Hill Public Library . The

Highlights of the work session included:

   Complete Community Update Council received an update from staff on the Town’s Complete Community Strategy . The update included a high - level overview of how staff are operationalizing , implementing , and applying the strategy .

   LUMO 101 Council received a presentation about “Rewriting Our Rules: A LUMO Update , ” a project to comprehensively update the Town’s Land Use Management Ordinance . Staff shared background and context for the project , as well as a timeline and overview of community engagement efforts .   

   LUMO Housing Policy Council engaged in a policy conversation regarding missing middle housing , one aspect of the LUMO update . Council expressed interest in increasing opportunities for missing middle , creating more contextual standards for subdividing lots , and continuing to consider flag lots as a way to promote residential infill . Project staff will continue to explore these policy updates as the LUMO is drafted .  
 
Update on Coal Ash at 828 Martin Luther King Jr . Blvd .
The Town of Chapel Hill is sharing several updates about the presence of coal ash at 828 Martin Luther King Jr . Blvd . Since the Town discovered the materials in late 2013 , they have continued to work with a variety of partners to follow environmental laws and regulations to ensure the health and safety of the community .
This message includes updates and next steps regarding the following:

   A recent petition for an EPA assessment of the site

   A recent EPA draft risk assessment about coal ash

   The status of a draft Brownfields agreement

Learn More: Rewriting Our Rules LUMO Update
The Town of Chapel Hill Planning Department is hosting a series of Public Information Meetings for community members to learn about "Rewriting Our Rules: A LUMO Update" , a project to update the land use rules that shape our community . A session will be held from 6 to 7:30 p . m . Wednesday , Jan . 31 , in Chapel Hill Public Library Meeting Room B . Staff will give a short presentation . They will be available before and after to answer questions .  
Refreshments and childcare are available to attendees .

Registration for the 2024 Peoples Academy Is Open!
The Peoples Academy teaches you how Town Hall works and helps you discover ways to actively participate in community processes . We invite Chapel Hill residents and anyone else connected to our community to this free program .
Classes will take place every Thursday and Saturday , between February 22 and March 23 , 2024 . There will be dinner , child care , and interpretation and translation into Spanish . And it ' s all free .

Designer David Lyles ' Three Seasons Fashion Show
Designer David Lyles presents the Three Seasons Fashion Show at the Hargraves Center ( 216 N . Roberson St . ) on Saturday , Jan . 20 , from 12 to 3 p . m . This free show will feature 30 unique garments , all designed and donated by Mr . Lyles , and modeled by UNC students . The fashion show is free for all ages and anyone who enjoys fashion and sewing .
Hosted by Chapel Hill Parks and Recreation and the Hargraves Center , this event is a way for Mr . Lyles to use his talents to inspire and bring joy to the community . His goals are to encourage people to be proud of where they live and to bring people together in the spirit of giving .   
All proceeds and donations will go to the Sewing A Story program to be used for fabric , batting , rotary cutters , self - healing boards , etc .

Call for Artists: Storm Drain Murals
Chapel Hill Community Arts & Culture is looking for Triangle - based artists and artist teams to create murals on the sidewalk around prominent storm drains in Chapel Hill . These storm drain murals will be approximately six feet in diameter and are intended to last a few years . Their designs should be fun , eye - catching , and speak to environmental themes .
Selected finalists will be paid $100 each to submit a mural design . Artists whose designs are selected will receive an all - inclusive stipend of $1 , 300 .
Applications are due Monday , Jan . 29 at 5 p . m .
