Legislation
overhaul
ing
the
S
tate’s Fair Housing Act
and affordable housing policy has
been held
by the Assembly Appropriations Committee
after initially moving quickly through the legislature .
F
irst
announced
on Monday , December 18
,
at a
joint press conference
with
Assembly Speaker Coughlin and Senate President Scutari , joined by Assemblywoman Lopez and Senator Singleton ,
A - 4
was
added to Assembly Housing Committee agenda for a hearing on Wednesday , December 20 .
After being favorably reported out of the Housing Committee ,
A - 4 was
then
scheduled for review in the Assembly Appropriations Committee on Thursday , January 4
,
but was
ultimately held
.
A - 4’s Senate companion , S - 4251 , has been introduced and referred to
the
Se
nate Community and Urban Affairs Committee
but has not been reviewed by the committee .
Given the pace at which the legislation was moving through the Assembly
it
was
anticipated
that the full Assembly could vote on the measure on January
8
, the last day before the start of the
new legislative session
.
The League
has
identified
several concerns with the legislation and has communicated th
ese to
the sponsors , and offered amendments that could improve the bill and help municipalities reach their affordable housing goals . W
e
encourage our members to
review the
bills
to understand the impact the changes
,
if adopted
,
would
have on
your own affordable housing obligations
.
We understand the legislation will be taken up early in the next legislative session , starting January 9 .
Because it is a new legislative session
,
the
bills will have to
begin the process anew and
once again
undergo committee rev
iew .
The f
irst meeting of legislative committees
for the new session
is
scheduled for January 25
,
and we
anticipate
the legislation to be on committee agendas
then .
