Sutter County California - Bains and State Lawmakers Promote Small Business Bills 23 February 2024 ( news )

Small business owner and Sutter County Supervisor Karm Bains joined members of the California Legislature on the steps of the state Capitol yesterday advocating for passage of bills to address financial , economic , and regulatory roadblocks to doing business in California .
Noting that 99 . 8 percent of California businesses are small businesses , and that they provide nearly half of all jobs in California , the fourth - generation farmer and real estate business owner said , “We cannot afford to sit idly by while our businesses and our communities continue to struggle , while crime worsens , while insurance rates climb , while regulations cripple the ability of businesses to flourish . ”
Bains noted that many small California businesses are struggling still with the impacts of the economic shutdown during the COVID pandemic and that much of the nation’s food supply is produced by farmers who are small business owners struggling with low commodity prices , rising fuel prices , and increased regulations that impact their farming operations .
“We need action , not talk , that supports our small business owners and restores California to its vibrant former self , ” Bains said .
The Fourth District Supervisor was invited to participate in a media conference arranged by Assemblyman James Gallagher of Yuba City , who is the leader of the Republican caucus in the Assembly . The focus of the conference was a series of bills recently introduced to help small businesses , including:
Assembly Bill 2274 ( Dixon ) , which would exempt from sales tax any tangible personal property purchased in California during the first weekend of August to ease the financial burden placed on families .
Assembly Bill 2030 ( Davies ) , which would expand the number of business enterprises that could benefit from rules that allow public contracts to be awarded without the formal bidding process if the contract amount is below $250 , 000 and there are at least two price quotes obtained .
Assembly Bill 1894 ( Ta ) , which would provide a minimum of 30 days to allow violators of specified air pollution laws , rules , or regulations to rectify a violation to avoid imposition of civil penalties .
Senate Bill 1259 ( Niello ) , which would require the California Judicial Council to adopt court rules to speedily resolve court actions seeking to attack , review , set aside , void , or annul acts or decisions of a public agency for a commercial , housing , or public works project that helps to address longstanding critical needs .
A proposal by Assemblyman Gallagher for a Constitutional amendment requiring California to pay down the state’s unemployment insurance debt and avert a small - business tax increase .
