In 2022 , Boulder County collaborated with municipalities and partners to generate a Global Protocol for Community - scale ( GPC ) Greenhouse Gas Emissions Inventory ( GHGI ) and a Consumption - based Emissions Inventory ( CBEI ) . These projects aim to offer insights into emissions reduction in Boulder County and guide sustainability planning . The last countywide inventory occurred in 2016 , and subsequent inventories are conducted every five years . Both the CBEI and GPC GHGI utilize 2021 data , measured in metric tons of carbon - dioxide equivalent ( MTCO2e ) . These inventories focus on Boulder County jurisdiction , breaking data down by municipality .
The GPC GHGI assesses countywide emissions by sector , including oil and gas production , building energy use , agriculture , wastewater , landfill waste , transportation , and industrial processes . This detailed breakdown aids in identifying major carbon emission sources , enabling targeted emission reduction efforts .
