   Assistant Assessor / Appraiser 
   The Town of Billerica is searching for an Assistant Assessor / Appraiser that will report directly to the Chief Assessor.
   The Assistant Assessor / Appraiser will perform responsible skilled technical, clerical and administrative work in assisting the Principal Assessor in the overall operations of the Assessing Department including the development of department policies and goals and determining assessments for valuation purposes. Performs all other related work as required.
   Essential Functions:
   Responsible for assisting the Principal Assessor in determining and maintaining assessments for valuation purposes.
   Inspects real estate property and new construction to update data and to determine accurate assessment values. 
   Analyzes valuation and sales data to establish a fair market value for property in accordance with guidelines established by the Massachusetts Department of Revenue.
   Assists the Department Head in the development of departmental policies, procedures and goals. 
   Responsible for updating Computer Assisted Mass Appraisal based valuation software. 
   Interacts with taxpayers to answer questions pertaining to assessment techniques and to explain their rights of appealing assessments. 
   Prepares various reports for the Department Head and Board of Assessors. 
   Maintains and updates detailed and accurate logs and files of department records including building permits, maps and new construction statutes. 
   Assists the Assessing Clerks, answering inquiries and complaints of a routine nature; explains appropriate procedures, regulations or policies based on knowledge of office functions, programs or operations of the department.  
   Performs similar or related work as required, directed or as situation dictates.
   Recommended Minimum Qualifications:
   Education, Training and Experience:
   Bachelor’s Degree in business or related field with special training or three to five (3-5) years of experience in appraisal and assessment practices; or an equivalent and relevant combination of education, training and experience.  
   Knowledge, Ability and Skill:
   Knowledge:  Thorough knowledge of principles and practices of real and personal property valuation. Working knowledge of computer applications for appraising and assessment. Knowledge of standard office operations and procedures. Knowledge of different construction techniques. Working knowledge of Massachusetts General Laws Chapter 59 including all subsections pertaining to real and personal property valuation.
   Ability:  Ability to work well with other town departments. Ability to communicate effectively in writing and orally.  Ability to operate standard office equipment.  Ability to plan and prioritize work and perform multiple tasks within a timely manner. Ability to analyze financial statements for all types of properties. Ability to manipulate and report data in a clear and concise fashion.  
   Skill: Excellent organizational and customer service skills. Proficient computer skills in the use of Computer Assisted Mass Appraisal valuation and Microsoft Office programs.   Excellent communication skills and strong attention to details. 
   Employee has frequent contact with town departments, residents and vendors; Contacts are in person, by telephone, and by email and involve an information exchange dialogue. Has access to some department-related confidential information, including tax payer information and department records.  
   Errors could result in delay of service, and legal and/or financial repercussions for the Town. 
   FY22 Salary Range
   $70,750.42 – $83,594. depending upon qualifications and experience.
