   Incumbent serves as Applications Administrator for Information System Services, responsible for managing mission critical enterprise systems (such as timekeeping, property assessment, tax and billing, financial, payroll, courts, permitting, workflow, and jury), and assisting users.
   DUTIES:
   Manages and provides oversight to assigned enterprise software systems, implementing and upgrading enterprise software systems and customizations needed to meet department needs.
   Plans, designs, implements, supports, and maintains mission critical enterprise software systems, monitoring performance of applications and serving as subject matter expert for applications.
   Assists in day to day management and oversight of Microsoft SQL and Oracle database based applications.
   Serves as liaison with user agencies and software vendor. Serves as clearinghouse for issues, complaints, and enhancement requests, and provides point of contact for vendors and end user agencies. Troubleshoots, reports, and maintains documentation of reported software issues to vendors.
   Maintains user accounts and assigns appropriate permissions to enterprise systems, creating and maintaining permission templates.
   Assists in software upgrades by serving as interface between business users, vendors, and department.
   Reviews software documentation for changes and enhancements, and provides recommendations to departments on software upgrades and enhancements.
   Provides technical support to enterprise systems users as needed, including receiving and responding to calls for assistance, identifying/researching problems, providing assistance and instruction, making minor repairs, or contacting appropriate vendor technical support providers as needed.
   Maintains daily log and other required documentation of backups and work performed on various enterprise systems.
   Creates, administers, and provides training for tax and billing software, timekeeping software, assessment software, permitting software, and workflow software as needed.
   Creates and develops database reports as required.
   Periodically attends job-related conferences, trainings, and group meetings.
   Performs related duties as assigned.
   I. JOB REQUIREMENTS:
   Baccalaureate Degree in computer science or related field, and a minimum of five (5) years of increasingly responsible, relevant experience, or equivalent combination of education and experience.
   Knowledge of Microsoft SQL Server or Oracle database administration with ability to create database reports using SQL scripting and other relevant tools.
   General knowledge of property assessment and billing of property taxes preferred.
   Ability to make practical application of standard principles of systems administration, including policies, protocol, procedures, and resources to increase user productivity and quality of services.
   Ability to read and interpret various technical manuals and documents, and plan, implement, and coordinate technical and administrative programs.
   Ability to effectively communicate orally and in writing with co-workers, other County departments, and software/hardware technical support personnel, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
   Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.
   Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
   Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.
   Ability to work alone and with others in a team environment, often under time pressure, and maintain appropriate, respectful interrelationships with co-workers.
   Ability to plan and lay out assigned work projects, work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.
   Ability to occasionally work extended, evening and/or weekend hours, and occasionally travel out of town for training/seminars/meetings, sometimes overnight.
   II. DIFFICULTY OF WORK:
   Incumbent's duties are broad in scope, and of substantial intricacy, with many variables and considerations. Incumbent performs according to technical manuals and department policies and procedures, exercising independent judgment in assisting departments, and identifying and solving enterprise systems problems.
   III. RESPONSIBILITY:
   Incumbent applies standardized practices to individual cases, where desired results are clearly indicated, referring unusual/unprecedented situations to supervisor as needed. Incumbent receives indirect or occasional supervision, with work reviewed primarily for compliance with legal requirements and attainment of objectives.
   IV. PERSONAL WORK RELATIONSHIPS:
   Incumbent maintains frequent contact with co-workers, other County departments, and software/ hardware technical support personnel for purposes of exchanging information, and providing training and assistance.
   Incumbent reports directly to Database Administrator.
   V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
   Incumbent performs duties in a standard office environment involving sitting for long periods, sitting and walking at will, keyboarding, keyboarding, hearing sounds/communication, , lifting/carrying objects weighing less than 25 pounds, and speaking clearly.
   Incumbent occasionally works extended, evening and/or weekend hours, and occasionally travels out of town for training/seminars/meetings, sometimes overnight.
