This position is located at our Merced Landfill Administrative Office at 7040 N. HWY 59, Merced, CA 95348.
DEFINITION:
Under the direction of the assigned supervisor, perform professional fiscal, accounting, statistical and record keeping work; assist in planning, organizing, and directing, the preparation of financial statements, documents, analysis and reports; establish and maintain accounting records, reports and systems or computer base accounting systems; coordinate, manage and supervise management information systems functions; assist with payroll functions as assigned; coordinate and direct personnel, communications and record-keeping functions to meet organizational accounting needs and ensure smooth and efficient fiscal activities; supervise and evaluate the performance of assigned personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES
:
Perform professional fiscal, accounting, statistical, and record keeping work; ensure fiscal activities comply with established laws, codes, regulations, policies, and procedures.
Oversee scale house operation and ensure accurate cash transactions and best customer service.
Track Capital Improvement Projects (CIP) and assist senior management with timely and accurate tracking.
Oversee assigned procurement contracts and ensure compliance.
Be a liaison between IT and the agency.
Act as an office manager and assist in event planning and replenish supplies as needed.
Coordinate with financial auditors and assist in annual audits.
Develop and maintain records in accounting systems for fund appropriations and expenditures; assist in planning, organizing, coordinate, manage, plan, processes, and procedures.
Perform purchasing and accounts payable/receivable functions for the organization; assist with payroll functions as assigned.
Coordinate and direct personnel, communications, and record-keeping functions to meet organizational accounting needs and ensure smooth and efficient fiscal activities; assist in the development and implementation of assigned programs, projects, functions, goals, objectives, and activities.
Supervise, train, and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; assign employee duties and review work to assure accuracy, completeness and compliance with established standards, requirements, and procedures.
Gather, compile, and interpret data for budget preparation.
Initiate fund transfers, billing, and other administrative adjustments in budget appropriations.
Develop forms and appropriate methods of financial record keeping and accounting; prepare and assist in the preparation of financial statements, documents, analysis, and reports; gather information from a variety of sources and prepare technical statistical and accounting reports; prepare comprehensive and accurate accounting, fiscal and MIS reports.
Prepare journal entries, perform fiscal transactions, and reconcile accounts, ledgers, expenditures, and other fiscal transactions.
Assist in verifying accuracy of multiple data entries into the computerized accounting system.
Contact vendors and other staff regarding difficult and complex transactions to problem solve; communicate with administrators, personnel, and outside organizations to exchange information, coordinate activities and programs and resolve issues or concerns; resolve conflicts and respond appropriately to complaints.
Explain laws, regulations and procedures to staff and answer inquiries using independent judgment; maintain current knowledge of laws, codes, rules, regulations, and pending legislature related to assigned functions.
Maintain and update computerized accounting and database systems.
Complete multiple priority projects with conflicting deadlines and under stressful conditions.
Operate a variety of office equipment including a computer and assigned software.
Maintain confidential information in accordance with established legal standards and regulations.
Attend and conduct a variety of meetings as assigned.
Perform other duties as assigned.
REQUIRED QUALIFICATIONS:
Education and Experience
:
Any combination equivalent to: Bachelor’s degree in Business Administration, Accounting, Finance, Information Technology or a related field and four (4) years of progressively responsible professional work experience maintenance of fiscal and statistical records, including one (1) year of advanced journey level work involving budgets, contracts, or information systems management. Supervisory experience is desirable.
