This position is responsible for general accounting functions including accounts payables, accounts receivables, and cash. Manages monthly, quarterly, and year-end closing processes, prepares and processes journal entries, reconciles general ledger accounts, prepares monthly financial statements, prepares bank reconciliations, analyzes revenues and expense accounts, and prepares for year-end audit. Manages the general ledger process by monitoring financial data integrity, analyzing records, interpreting financial transactions, preparing specialized and standard accounting reports. Reviews the general ledger system for proper entries and compliance with state and federal regulations and GAAP and prepares necessary reports. Maintains daily operating cash account balances to ensure the most effective use of City funds, which include but not limited to incoming and outgoing inter-bank, wire and ACH transfers; funding accounts payable, payroll, and debt service; investing excess operating cash; cash receipts; and any journal entries to account for such activities. Assists in implementing and monitoring department methodology, documentation, and reporting standards to ensure compliance with GAAP. Assists in the preparation of internal and external reports such as monthly and year-end financials (balance sheet, income statement and cash flows) bond financial reporting, Department of Community Affairs, Comprehensive Annual Financial Report (CAFR), budget books and Census reports. Closes out all financial modules at year-end, and rolls all revenue, expenditure, encumbrances, and budgeting information forward for special projects. Reviews accounts payable and receivables, and other accruals at year-end, and prepares reports for auditors. Coordinates, monitors, and maintains schedule of monthly, quarterly, bi-annual, and annual reconciliation responsibilities of the general accounting staff. Prepares and reviews working papers for external auditors; serves as a contact with external auditors. Assists in reviewing and recommending City ordinances, resolutions and policies in the areas of the Finance Department. Performs advanced accounting duties that are complex and varied in scope according to General Accepted Accounting Principles (GAAP). Responsible for complex financial analysis and research projects. Assists or may work independently in the evaluation of statistical data, ledger accounts financial, and other related documents for accuracy through proofing and confirmation.
