POSITION SUMMARY
:
Acts as the Department’s primary geographic information system (GIS) data administrator. Coordinates GIS data information-sharing efforts between the Department of Emergency Communications and other County departments, local and state government entities, and outside vendors and telecommunication services providers as necessary to the provision 911 services and maintain addressing databases.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
:
Develop, enhance, and maintain an accurate GIS database.
Perform day-to-day maintenance of GIS database layers and Master Street Addressing Guide (MSAG) in coordination with telecommunication service providers to ensure accurate 911 call routing.
Liaison with telecommunication service providers for address verification and troubleshooting.
Proficiently utilize all production software—including ArcMap and ArcCatalog environments and any combination of Esri’s desktop products and extensions—for data base building, data processing, and map production using.
Work with Esri personal and enterprise geodatabases, including managing edit sessions in a versioned geodatabase environment.
Liaison between the County’s Planning Commission and the Department.
Maintain a working knowledge of cartographic design principles and best practices, including data classification techniques, data symbolization, color selection, label placement, and map layout in order to create appealing maps that communicate effectively.
Maintain a working knowledge of Next Generation 911 (NG911) core services and geospatial call routing and delivery.
Ability to read and comprehend complex instructions and programs.

QUALIFICATIONS REQUIRED:

Bachelor’s degree in computer sciences, GIS, public safety, or a closely related field. A minimum of three years’ experience in the telecommunications industry, three years of experience in the public safety communications field, or GIS related fields, or a combination of education, training and experience, which provides the knowledge, skills and abilities required for the job.
Ability to operate computer-based equipment to input data and correct and update files.
Possess a thorough knowledge of the geography, political subdivisions and demographics of the Bucks County and surrounding counties.
Be an established self-starter with the ability to problem solve and implement new technology as the Department transitions to the NG911 environment.
Experience performing duties with wide latitude and minimal supervision.
Must have excellent verbal and written abilities.
Must possess and maintain a valid driver’s license.
Must be able to possess and maintain required system access and maintain Commonwealth Law Enforcement Assistance Network (CLEAN) certification.
