   SUMMARY
    
   The
   City of Chicopee’s Building Department
   is hiring a 
   Building Commissioner
   who will oversee a team of inspectors and manage administrative, technical, and inspection work related to the enforcement and interpretation of Massachusetts Building Code, local zoning ordinance, and other applicable codes relating to building construction and design.
    
   ESSENTIAL DUTIES INCLUDE
    
   Responsible for enforcing the Massachusetts Building Code, city zoning ordinances, flood plain regulations, and earth removal ordinances
   Enforces the requirement of special permits issued by the Zoning Board of Appeals or the Planning Board, and other applicable statutes, rules, and regulations.
   Inspects buildings, alternations to buildings under construction, and upon completion to monitor compliance with the Massachusetts Building Code, local zoning ordinance, and other pertinent state and local regulations; inspects safety conditions of existing buildings.
   Performs field inspections to premises to verify that all work is being performed in accordance with the approved plans and all applicable codes and laws. Inspect buildings and alterations to buildings under construction and upon completion for conformance with structural requirements and approved plans; issue Certificates of Occupancy when required.
   Reviews plans for building construction or alteration for compliance with the international building codes with MA amendments, access regulations, local zoning ordinances and other applicable regulations.
   Maintains records, prepares reports and collects fees.
   Responds to inquiries from property owners, banks, real estate firms, and the public to explain and interpret regulations and ordinance provisions; explains procedures and assists with completion of forms and applications; discusses construction methods and materials with builders, architects, engineers, and developers to ensure compliance with applicable codes and regulations
   Issues building permits; coordinates inspections and appointments; responds to telephone and written requests for information
   Maintains daily log of inspections, applications issued, permits granted, approvals, and fees collected; coordinates and advises local inspectors; attends meetings and hearings
   Supervision of six full-time permanent employees and three part-time employees. 
   Performs similar or related work as required or as situation dictates
    
   QUALIFICATIONS
   To be minimally qualified for this position, one must meet the following criteria:
   Bachelor's degree in a related field with advanced technical training
   Two (2) years of law and zoning background preferred; or any equivalent combination of education
   Building trades supervision and construction experience.
   Knowledge of the accepted requirements for building construction, fire prevention, light ventilation, and safe egress required
   Local building inspector certification, and/or be a certified inspector of buildings or building commissioner
   Thorough knowledge of MGL Ch.143, 40A and ZBA appeal decisions
   Ability to operate a personal computer utilizing Microsoft Windows and standard office equipment
   Experience with Munis preferred
   Ability to maintain accurate and detailed records and to prepare reports form same
   Ability to read and interpret blueprints, drawings, and plans.
   Valid driver’s license
