Preview of May 3rd Town Council Meeting Agenda by Council President Jeanne Kingsley

The next Township Council meeting will be held on
Tuesday May 3rd at 7:00PM in the Berkeley Room at the Municipal Complex , 29 Park Ave
. Members of Council , Mayor Devanney , and Administration staff will be participating in person for this meeting . For this and all future meetings , members of the public who are not able to attend the meeting in person will be able to comment by email to

or by writing letter to Township Clerk , 29 Park Ave , Berkeley Heights NJ 07922 . Comments must be received by the Township Clerk by 4:00 PM on the date of the meeting . The meeting ID for attending the meeting via Zoom is

; please note that residents will be able to watch the meeting via Zoom but to ask questions , must attend in person or send questions in writing ahead of time following the above - mentioned procedures .
The first items on the agenda is a
proclamation recognizing Charlie’s First Hair Cut , with Chaz and Natalia Hazlitt;
this father - daughter resident co - authored a book together during the COVID pandemic .
This will be followed by a
proclamation recognizing Robin Greenwald ,
our township Construction Official , who is retiring after almost 20 years of service to our community
.
There will be a conference
session to discuss Bias Incident Reporting Protocol
with Berkeley Heights Police Chief Jason Massimino and members of the Truth , Community Healing & Inclusion Committee .
This will be followed by a presentation of the
2022 Municipal Budget by Township Administrator
Liza Viana and outgoing CFO Eugenia Poulos . They will present a summary of the Municipal Budget that was introduced on April 5
th
and will be voted on and adopted during the municipal budget adoption section of the meeting .

The Council will
hold a public hearing and final adoption of the following ordinances , as well:
For
Calendar Year 2022 to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank
( N . J . S . A . 40A:4 - 45 . 14 ) .
A Bond Ordinance providing for various capital improvements in and by the Township of Berkeley Heights , appropriating $1 , 830 , 000 and authorizing the issuance of $1 , 349 , 000 bonds or notes of the Township to finance such capital improvements . This bond ordinance funds the capital projects planned for FY 2022 .
A Bond Ordinance providing for various capital improvements in and by the Township of Berkeley Heights , appropriating $1 , 262 , 690 and authorizing the issuance of $1 , 136 , 421 bonds or notes of the Township to finance such capital improvements . This bond ordinance includes repairs for infrastructure damaged by Tropical Storm Ida .
The Council will hold a
public hearing and final adoption on the 2022 Municipal Budget
, as discussed in the conference session and introduced on April 5
th
.
The council will vote on the following resolutions:
Approve
Bill List dated May 3 , 2022 in the amount of $576 , 872 . 48
for vouchers that have been properly approved for processing and payment .
Appoint Joe Popolo to serve as Acting Construction Official
.
Appoint
Liza Viana as Acting Treasurer/Chief Financial Official
.
Award a
contract to Neglia Engineering Assoc . for surveying and engineering services for Kline Place and Fickler Place
, in an amount not to exceed $36 , 850 .
Award
a contract to H . J Cannon Group , Inc . for investigation and analysis of the on - going and current building issues related to the construction of the new municipal building
, in an amount not to exceed $43 , 360 .
Award
a contract to Neglia Engineering Assoc . for surveying , engineering and construction management services for miscellaneous drainage improvements
– various streets , in an amount not to exceed $35 , 360 .
Authorize the
application of the 2022 First Responder grant from the Gary Sinise Foundation , in the amount of $35 , 153 . 50 , for radios for the Berkeley Heights Volunteer Rescue Squad .
