   This is a management position that requires expertise in, business operations, team building, organizational and administrative skills.  This position consists of management responsibility for operations of the Tavares Wooton Park Waterfront including the Seaplane Base, Marina, boat launch and docking facilities, public park facilities, Splash Park, and off-site locations. This position reports directly to the Economic Development Director.  
   ESSENTIAL JOB FUNCTIONS:
   1.    Serves as the Manager of the Tavares Wooton Park Waterfront and is responsible for overseeing all operations and activities under the direct supervision of the Economic Development Director.   The facilities managed include the Tavares Seaplane Base and Marina with fueling operations, Prop Shop retail store, Wooton Park grounds and facilities, Splash Park, and off-site locations as assigned.
   2.    Develop and implement the annual goals and objectives of the Waterfront Operations Division with guidance from the Economic Development Director.
   3.    Interacts with the public, regulatory agencies, City departments, supervisors, and coworkers in a positive, professional and courteous manner at all times
   4.    Communicates all activities, liabilities, and customer concerns to the Economic Development Director
   5.    Conducts direct report employee performance appraisals and performance counseling, and oversees staff performance evaluations and performance counseling.
   6.    Set appropriate operational hours and provide sufficient staff coverage.  Establish appropriate schedules, assignments of work, staffing levels, and adequate coverage to accommodate peak and non-peak activity levels.
   7.    Recruit, interview, select and hire permanent full-time, part-time, and seasonal employees.
   8.    Provide leadership, supervision, coaching, training, development, and guidance to Waterfront Operations full, part-time and seasonal staff ensuring they are proficient in performing all waterfront operations activities.
   9.    Manage the fuel dock operations, and pay at the pump program.  Monitor usage, ensure clean and safe operation of the facilities, appropriate inspection of dispensers, underground fuel storage tanks/lines.
   10.    Ensures compliance with all federal, state, and municipal regulations for Seaplane Base, Marina, fueling facilities, and splash-park.
   11.    Enforces all rules and regulations relating to public use, outside contractors, and staff.
   12.    Responsible for development, implementation, oversight, and record-keeping of fuel quality assurance program following applicable current best practices and industry standards.
   13.    Coordinates and manages facility stock and supplies purchasing.
   14.    Manages reservations, leases, and commercial operating agreements for seaplane base, marina, and park rental facilities.
   15.    Manages waterfront facilities contractual work at the direction of the Economic Development Director.
   16.    Responds to all customer concerns promptly.
   17.    Prepares annual operating budget for all waterfront facilities cost centers.
   18.    Responds to inquiries from the public regarding applicable rates and charges, rules, and regulations, and general information regarding the park, aviation, marina, and splash park facilities, as well as the nearby surrounding area.
   19.    Implements safety, customer service, money handling, and problem-solving procedures.
   20.    Responsible for the management of aircraft parking, dock space, tenant leases, collection of fees, and maintenance of daily records.
   21.    Manages Prop Shop retail store, with a focus on growing revenues through an inviting retail experience for customers.

   MINIMUM QUALIFICATIONS:
      
   KNOWLEDGE, SKILLS, AND ABILITIES:
   1.    Knowledge, skill, and ability to manage the public park, Seaplane Base, FBO and Marina, boat launch operations, Emergency response such as; storm preparations, boat fires, fuel spill handling, hazardous materials spills; slip management, Splash Park and Prop Shop store operations, aircraft and boat fueling, public safety and security.
   2.    Experience in the process of spill recovery; spill reporting procedures and hazardous waste disposal.  
   3.    Knowledge of safety and environmental regulations, procedures, and State of Florida Department of Environmental Protection (DEP) regulations as they apply to ports and marinas.
   4.    General knowledge of business functions, finance, operations, marketing, accounting, purchasing, payroll, human resources, public relations, and planning.
   5.    Proficient computer and keyboard skills including Windows, Word, Excel, PowerPoint, and Point of Sale programs.
   6.    Ability to create, lead and motivate teams.
   7.    Ability to perform multiple priorities and meet deadlines.
   8.    Ability to resolve employee and customer conflicts.
   9.    Ability to be on call 24 hours a day on an as-needed basis.
   10.    Ability to work under pressure and in adverse conditions.
   11.    Ability to receive and follow directions.
   12.    Ability to communicate effectively with seaplane base and marina customers, tenants, staff, and the public.
   13.    Ability to anticipate and respond to issues and concerns of staff, City administration, and the public in an effective, prompt and courteous manner.
   14.    Ability to analyze various situational factors, develop and implement an action plan.
   EDUCATION AND EXPERIENCE:
   1.    Bachelor’s degree in Marina Operations, Public Administration, Business Management or equivalent from an accredited institution.
   2.    Experience with the management of public facilities, familiarity with marina and fueling operations  
   3.    Experience with airport/f.b.o. operations and marina management preferred.
   4.    A minimum of 2 years progressively responsible management experience in a business, institutional, or government-related organization.
   (A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)
   LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
   1.    Valid Florida driver’s license
   2.    Valid CPR and First Aid certifications or ability to become certified within 6 months.
   3.    Bonded in the State of Florida, or eligible to be bonded in the State of Florida
   ESSENTIAL PHYSICAL SKILLS:
   •    Acceptable eyesight (with or without correction)
   •    Acceptable hearing (without hearing device)
   •    Ability to communicate both orally in and in writing
   •    Sufficient manual dexterity to develop skill in the operation of point of sale computer system
   •    Ability to access, input, and retrieve information from a point of sale computer
   •    Walking, reaching, stretching, bending, pulling, pushing, stooping,
   •    Lifting and carrying up to 60 pounds unassisted, using proper lifting and safety procedures; lifting and carrying up to 150 pounds with assistance, using proper lifting and safety procedures
   •    Ability to stand for extended periods
   ENVIRONMENTAL CONDITIONS:
   •    Works primarily inside in an office environment, with occasional outdoor work related to project requirements; including but not limited to outdoor weekend special events and/or outdoor project management and inspections. and outside, in various wind and weather conditions
   •    Exposure to fuel vapors
