   Minimum Qualifications
   A.
       
   Education and Experience:
            Graduation from an accredited four (4) year college or university with a bachelor’s degree in Civil Engineering or a related field with two (2)                    years’  experience in stormwater planning, design and review.  
   B.
       
   Certifications:
       
   Engineer In Training (EIT) Certification.  
       
       
   Valid Florida Driver License with an acceptable motor vehicle record.
   C.
       
   Knowledge, Abilities, and Skills:
   Must possess excellent oral and written communication skills.  Knowledge of technical and administrative aspects of engineering plan review and preparation, including drainage and site development, all related codes, guidelines and regulations necessary for a variety of civil engineering projects; how to facilitate and communicate in a multidisciplinary environment; and experience with computer assisted design/ drafting programs.
   General Description
   Under direction of the Utility Director, independently evaluate, select and apply civil engineering practices to plan, design and manage public works projects and municipal facilities.  Duties include coordinating with developers, engineers and architects to assist with new development or redevelopment, preparation of preliminary and final plans, specifications and cost estimates.  Position will include coordination with stormwater, streets and utilities departments, including water and wastewater collection/ distribution and treatment systems.
   Essential Functions
   1.
       
   Assist the Utilities Director on assigned projects, performing a variety of skilled duties such as plan and specification preparation, drainage                     calculation and analysis, maintenance program development.
   2.
       
   Assist with building and development plan review for drainage and utility compliance.
   3.
       
   Provides engineering support for the Utilities Director on a variety of tasks related to all Public Works Departments.
   4.
       
   Performs project design for civil engineering projects.
   5.
       
   Formulates reports concerning work progress, costs and scheduling of municipal capital improvement projects.
   6.
       
   Coordinates and, when necessary, inspects public and private infrastructure and development projects within the City.  
   7.
       
   Facilitates and manages the inspection and approval of permitted drainage systems, including as-built drawing review.
   8.
       
   Keeps up-to-date on information and technology affecting functional areas to increase innovation and ensure compliance.
   9.
       
   Attends and participates in administrative meetings as required.
   10.
       
    Performs other duties as assigned.
   Essential Physical Skills
   Acceptable eyesight, hearing (with/without correction), ability to distinguish colors, ability to communicate (orally and in writing), driving, moderate lifting and carrying (up to 44 lbs.), reaching, pulling, pushing, walking, climbing, crawling, sitting, standing, kneeling, and bending.    Environmental Conditions
   Works inside in an office environment and outside at site areas in various weather conditions.
