The Vail Town Council will consider finalizing an ordinance that would modify the town’s short - term rental regulations at its meeting on Tuesday , June 21 . Modifications to Vail’s short - term rental regulations contained in second reading of Ord . No . 11 have been developed and refined based on community feedback following a comprehensive study on short - term rental activity that analyzed the economic impact of STRs while also documenting the impact STRs have on the local housing supply . The study showed a modest impact on the availability of long - term rental housing with a 9 . 8% increase in the number of STRs in town between 2017 and 2021 .
Proposed updates to the STR regulations as outlined in second reading of Ord . No . 11 include:
Increased fines for violations to address neighborhood impact concerns .
Flat fee of $150 per unit to cover costs of STR administration and enforcement with the exception of properties with on - site management , such as the Antlers , Vail Racquet Club and Simba Run .
Revising health and life safety standards to include proof of inspection by Vail Fire and Emergency Services every three years and proof of insurance covering STR activity .
During a preliminary review of the ordinance on May 17 , the Town Council struck a provision that had included enactment of per - bedroom fees to be applied toward deed - restricted housing with lower fees for units rented 30 days or fewer per year and owner - occupied primary residences . The provision was eliminated due to concerns of impacts the additional fee may have to the property management community . During a second review on June 7 , the ordinance was tabled to allow time to address a request for lower fees for properties with on - site management . The Town Council also requested the inclusion of a requirement that the local representative for each STR be posted on signage visible on the exterior of each STR for neighbors to contact when concerns arise . The ordinance prepared for final consideration on Tuesday has been modified to reflect these changes .
Additionally , Town Council has asked for more visibility of Vail’s 24/7 STR Hotline , 970 - 479 - 2135 , which is available to report real - time complaints about an STR property including noise , trash , parking or other violations . Once a complaint is made , property representatives must resolve a complaint within 30 minutes if the problem occurs between 11 p . m . and 7 a . m . , including visiting the site if necessary . A 60 - minute response is required at other times . Failure to resolve a complaint during the 30 - or 60 - minute window results in a fine .
The town’s short - term rental regulations were adopted in 2017 and became effective March 1 , 2018 , and currently require an annual registration fee of $150 for owners wishing to rent their property for 30 days or less . Properties professionally managed or with a 24/7 front desk pay $5 to $10 per unit . The regulations also address properties using onsite or offsite professional property managers .
The modifications would become effective on Jan . 1 , 2023 upon final approval by Town Council . Current short - term rental registrants would need to comply with the new regulations by the next license renewal deadline , Feb . 28 , 2023 .
