   Incumbent serves as Skilled Trade Specialist for the Parks and Recreation Department, responsible for assisting in maintaining grounds and facilities, supervising and participating in repair and construction projects, and supervising/directing work crews.
   DUTIES:
   Supervises and participates in repairs and construction projects involving carpentry, electrical, and/or plumbing, including but not limited to building cabinetry, construction of capital projects, wiring, repairing and/or installing fixtures, making major repairs to park facilities.
   Schedules repairs, and reports unusual problems to Deputy Director.
   Supervises/directs assigned full-time and part-time Maintenance Workers, including delegating work assignments, providing training and corrective instruction, and ensuring safe, proper completion of projects involving carpentry, electrical, and plumbing.
   Maintains park grounds, including mowing/trimming, removing weeds, raking/blowing leaves, planting trees and other plants, trimming/removing trees/limbs/shrubs, removing snow/ice from walkways, and applying fertilizer and herbicides.
   Assists in maintaining buildings and grounds, including removing litter daily, sweeping, cleaning/ mopping/disinfecting bathrooms, replenishing supplies, emptying trash cans, and painting, such as buildings, signs, and picnic tables.
   Assists in maintaining equipment, including washing/cleaning, lubricating, maintaining fluids, changing tires, sharpening/replacing mower blades, and making minor repairs.
   Periodically installs fences and new infrastructure, such as sidewalks and driveways.
   May coordinate pesticide and herbicide use in all park areas as assigned, including ordering/ purchasing/dispensing supplies, diagnosing grounds problems, scheduling/calculating appropriate application rates, explaining safe/proper use, and dispensing.
   May serve on 24-hour call for emergencies as assigned.
   Performs related duties as assigned.
   I. JOB REQUIREMENTS:
   High school diploma or GED, and relevant education and/or experience. Previous experience in skilled trades required. Certification as 3B pesticide applicator preferred.
   Thorough knowledge of and ability to make practical application of basic carpentry, plumbing and electrical, and department and OSHA safety policies and procedures, as well as state and federal pesticide laws and ADA code.
   Ability to supervise/direct assigned full-time and part-time Maintenance Workers, including delegating work assignments, providing training and corrective instruction, and ensuring safe, proper completion of projects involving carpentry, electrical, and plumbing.
   Ability to safely/properly operate a variety of vehicles, power equipment, hand and power tools as assigned, such as tape measure, carpenter's square, pry bar, level, drills, drill press, pliers, wrenches, screw drivers, hammer, air hammer, manual post hole digger, grinder, air compressor, shovel, rake, mop, broom, sander, hedge trimmer, pruner, masonry trowel, chain and other power saws, auger, tiller, aerator, push and riding mowers, tractors, dump and bucket trucks, grader, backhoe, front-end loader, bush hog, snow plow, compaction roller, and chipper.
   Ability to physically perform assigned duties.
   Ability to read and interpret technical manuals and project plans/specifications.
   Ability to figure mathematical equations such as flow rates, areas, speed and application, and calibration.
   Ability to effectively communicate with co-workers and park patrons, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
   Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.
   Ability to work alone and with others in a team environment, and maintain appropriate, respectful interrelationships with co-workers.
   Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
   Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
   Ability to occasionally work extended, weekend and/or evening hours, and occasionally travel out of town for seminars/training, sometimes overnight.
   Ability to serve on 24-hour call for emergencies as assigned.
   Possession of a valid Indiana driver's license and demonstrated safe driving record.
   As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety & Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.
   II. RESPONSIBILITY:
   Incumbent performs varied, moderately complex duties according to standardized methods, sometimes referring to project plans/specifications and/or technical manuals. Incumbent's work requires moderate care and skill to prevent damage to tools and equipment, and prevent injury to self and others.
   III. PERSONAL WORK RELATIONSHIPS:
   Incumbent communicates frequently with co-workers and park patrons for the purpose of exchanging and explaining information.
   Incumbent reports directly to Deputy Director
   IV. PHYSICAL EFFORT:
   Incumbent's duties may involve sitting for long periods, standing/walking for long periods, walking on uneven terrain, pushing/pulling/lifting/carrying objects weighing over 50 pounds, close and far vision, reaching, bending, crouching/kneeling, color and depth perception, climbing ladders, and handling/grasping/fingering objects.
   V. WORKING CONDITIONS:
   Incumbent performs duties inside and outside park facilities, which may involve exposure to adverse weather conditions, power tools, heavy machinery, noise, dirt, dust, toxic chemicals, and working in high places, such as on roofs and ladders, for which safety precautions must be followed at all times to avoid injury to self and others. Incumbent occasionally works extended, weekend and/or evening hours, and may occasionally travel out of town for seminars/training, sometimes overnight. Incumbent may serve on 24-hour call for emergencies as assigned.
