The Department:
The Caroline County Department of Recreation and Parks provides a wide range of recreational, educational, and community programs. The Department also maintains the County’s park infrastructure including a marina, boat ramps, recreational fields, athletic facilities, and open space.
Some of the services the Department provides are:
Instructional sport and fitness programs
Community events like Caroline Summerfest, and holiday themed events
Afterschool program services
Athletic facilities
Public waterways access
Arts development programs
Playgrounds and walking trails
Community partnerships
Youth Camps
Trips and discount tickets
About the Position:
This is experienced level physical recreation work, including planning recreation activities, training supervising, and evaluating recreation staff, and evaluating program results. An employee in this position plans for, implements and supervises all phases of the various programs offered by Caroline County Department of Recreation and Parks.
Work includes responsibility for the program budget proposals and control, seasonal program and annual report summaries, distribution of equipment and supplies. Contact with others are extensive. An employee in this position is responsible for the safe and efficient operation of recreation facilities and activities.
Required Knowledge and Skills:
Thorough knowledge of principles and practices of recreation programs.
Working knowledge of:
Methods and techniques of recreation programs for all ages and socio-economic levels.
The elements of supervision
Trends in recreation programming
The principles and practices of recreation programs
Safety requirements which must be met at public facilities, recreation centers or an outdoor recreation area.
Americans with Disabilities Act (ADA) regulations as it relates to recreational programs and staffing.
Introductory knowledge of public administration:
The use and preparation of data as it relates to programs and participants.
Ability to:
Evaluate recreational needs and to develop programs to meet those needs.
Present ideas effectively, both orally and in writing.
Organize and execute recreational activities.
Maintain effective working relationships with associates, community groups and the public.
Maintain records and reports.
Examples of Work:
The following examples are meant to be illustrative rather than comprehensive:
Plans, develops, and implements recreational activities in program areas such as sports, fitness, cultural arts, educational and nature interpretation for a variety of participant groups and ability levels.
Assigns personnel to conduct activities or may personally lead, coordinates activities into complete programs.
Prepares studies of recreational needs; recommends programs to fill needs.
Evaluates and prepares reports on recreation programs; speaks to community groups; utilizes authorized funds and negotiates contracts; serves as technical advisor to other department personnel and provides technical assistance to outside groups.
Coach trainers in coaching methodology for various team sports.
Supervises a seasonal staff of 90-170 part time individuals.
Recruits, interviews, selects, trains, and evaluates part time staff’s job performance. Acts as liaison with other agencies and special interest groups.
Participates in job related workshops and professional development
Night, evening, and weekend work may be required
Performs other duties as assigned.
Education and License/Training Requirements:
Bachelor’s degree in Recreation Management, Sports Management, or related field from an accredited college AND 2 (two) years of experience in community recreation, education, sports related activities or human services with increasing levels of responsibility.

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the listed examples of work
REQUIRED LICENSES AND CERTIFICATES:
Certificate in “First Aid” and “CPR” as issued by the American Red Cross
Maryland class “C” driver’s license or equivalent.

Annual Salary:
$42,507 – 57,796
Depending upon experience
