   The Department:
   The Caroline County Department of Recreation and Parks provides a wide range of recreational, educational, and community programs.  The Department also maintains the County’s park infrastructure including a marina, boat ramps, recreational fields, athletic facilities, and open space.
    
   Some of the services the Department provides are:
    
   Instructional sport and fitness programs
   Community events like Caroline Summerfest, and holiday themed events
   Afterschool program services
   Athletic facilities
   Public waterways access
   Arts development programs
   Playgrounds and walking trails
   Community partnerships
   Youth Camps
   Trips and discount tickets
    
    
   About the Position:
   The Program Services Division Supervisor serves as a key member of the Department’s management team. The employee and is responsible for the management of recreation programs including the planning, promotion, organization, and administration of the public recreation services offered by the Department. The employee works under the routine supervision of the Deputy Director.
    
   Required Knowledge and Skills: 
    
   Basic knowledge of training methods, principles of supervision and budgeting.
    
   Awareness of current trends in recreation/leisure field philosophy.
   Ability and willingness to communicate in a positive manner, both orally and in writing.
   Ability to prepare and submit clear, concise, and accurate reports either orally or in writing.
    
   Ability to work under stress and handle stressful situations, particularly large, complex events.
    
   Ability to meet deadlines.
    
   Ability to use effectively use technology including personal computers, email, word processing, spreadsheets, and databases.  
    
   Ability to work independently and to understand and follow complex directions, regulations, and policies; to communicate effectively and politely with coworkers and the public; to elicit, record and pass whatever technical information is necessary.  Must be able to maintain confidentiality.  
    
    
   Examples of Work:
   Assists the Deputy Director with organizing comprehensive recreational programs for all aspects of the community.
   Plans, implements, and oversees the administration of recreation facilities, programs, and activities.
   Recruits and hires paid part-time/temporary staff and volunteers; sets standards for staff and volunteer training and orientation to department program operation policies and relevant principals and strategies for effective program leadership.
   With the Deputy Director develops and presents budget requirements, administers, and monitors a variety of programs as self-supporting or partial supporting activities, researches and determines proposed fee structure of activities, facilities and rentals, contractors, vendors, and participants.
   Oversees and approves expenditures related to recreation programs and/or recreation facilities.  Reviews Enterprise budget reports on a monthly basis.
   Interacts with the public and other agencies in person, in writing, by computer and by telephone to resolve concerns and inquiries and to convey information.
   Supports implementation of policy and procedures; interprets and enforces same.
   Attends or conducts staff and other professional meetings to exchange information; attends professional seminars or conferences to improve professional skills.
   Conducts new staff and annual trainings to include but not limited to:  Department policies and procedures, facility supervision training, and program specific trainings.
   Identifies and responds to community concerns and issues consistent with established policies.
   Serves as a mediator to resolve conflicts among coaches, players, parents, and school officials.
   Makes presentations to organizations, boards, and groups to inform citizens of available programs, activities, and special events.
   Develops and updates departmental safety standards policies for programs and participants.
   Identifies program facility housekeeping and maintenance concerns and resolves issues.
   Performs other duties as assigned.
    
    
   Education and License/Training Requirements: 
    
   Graduation from a recognized high school or be in possession of a General Education Equivalency Certificate (G.E.D.) acceptable to the Superintendent of Schools for Maryland.
    
   Undergraduate degree in Recreation Administration or closely related subject such as Public Administration, Therapeutic Recreation, or Physical Education with at least three (3) years of increasing responsibility in the management of recreation programs and services                                         
                                                                  OR
    
   An equivalent combination of education and experience such as a master’s degree in one of the above listed fields and two (2) years of experience with increasing management responsibilities with recreation programs and services.
    
   Valid Class C License or Equivalent.
   CPR/First Aid Certificate.
    
    
   Upon an employment offer, applicants must submit to a substance abuse test and complete criminal background check. EOE
   Annual Salary:
    $56,476 – 73,161 
   Depending upon experience
