SUMMARY OF JOB RESPONSIBILITIES:
Under the general direction of the Undersheriff, the Business Manager is a supervisory position for administrative support operations and is responsible for fiscal policy, management and control of the budget and procurement of the Park County Sheriff’s Office.
ESSENTIAL FUNCTIONS AND DUTIES:
Department-wide Operations:
Prepare annual budget for all operations of the Sheriff’s Office and requests for funds for operations, financing, capital projects, and long-range planning; monitors budget

prepare budget variance report to the Sheriff and any other financial reporting as requested
Review for accuracy and process all accounts payable for divisions of the Sheriff’s Office
Compile and review timesheets and prepare payroll summary sheet and submit payroll information to Park County Budget & Finance Department for processing
Collection, safeguarding and disbursement of all monies in compliance with the accounting procedures established by Park County
Prepare financial reports for Victim Services grants and any and all other grants active for the Sheriff’s Office
Prepare grant applications as requested by Sheriff
Provide receipts and detailed explanation for all Credit Card purchases made by Sheriff’s Office employees
Prepare extra duty patrol billings for USFS, BLM, CDOT, Denver Water, and others as required by Contracts
Assist Sheriff with scheduling appointments and preparation of letters and other documents
Ensure the use of a competitive bid process for the procurement of all supplies and equipment for the Sheriff’s Office
Act as fiscal management liaison between the Sheriff’s Office and the Park County Budget & Finance Department
Work with Sheriff’s Office staff including Captains, Sergeants, Corporals, Deputies, Investigations, Victim Services and Animal Control regarding fiscal policy and control of funds
Schedule pre-employment physicals and prepare Sheriff’s Office paperwork for all new hires in all Divisions
Supervises support services staff who perform support functions including phones or in-person inquiries, civils, processing tickets, records and portal interface with courts; conducts performance evaluations, participates in hiring of staff and other supervisory related duties.
Jail Operations:
Work with Park County, Colorado Department of Corrections, Immigration and Naturalization Service, and other County agencies and military offices to facilitate all transactions concerning the billing of such inmates housed in the Jail
Responsible for the maintenance of the inmate welfare and commissary checking accounts
Accounts for and safeguards all inmate money for the duration of inmates’ incarceration; maintains accountability for all inmate funds in their personal accounts and reconciles the total balance of all inmate funds secured and held in the Jail
All other related duties assigned.

NATURE OF CONTACT WITH OTHERS
This position requires contact with the general public; vendors; other law enforcement, state, and federal agencies; and employees of other County departments. This position also involves limited contact with inmates.
RESPONSIBILITY FOR PROPERTY, MATERIALS, MONEY AND CONFIDENTIAL INFORMATION:
This position is responsible for the information connected with the routine performance of duties related to contracts, financial files, personnel files, applications, and all other information as assigned. Confidentiality must be maintained regarding payroll records and certain other financial information pertaining to the Sheriff’s Office and in accordance to the Colorado Open Records Act. High levels of care must be exercised regarding responsibility for all financial records of the Sheriff’s office.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
Visual Acuity/Hearing/Speaking:
Ability to read and review documents, reports and training materials
Ability to regularly talk and hear; communicate effectively in person, in writing or via telephone
Physical Effort/Dexterity:
Ability to frequently walk and sit; occasionally required to stand
Ability to use hands to finger, handle, or feel; and to reach with hands and arms
Ability to lift and/or move up to 20 lbs.
Ability to operate a computer keyboard and various types of computers
The majority of work is performed in a typical office within a secured jail facility, however, this position might also perform job duties on an occasional basis inside the jail facility including a control room, secured passageways, jail cells, kitchen facilities, laundry facilities, and infirmary area.
