The Nevada Department of Transportation ( NDOT ) is seeking public comment on a proposed three - year Disadvantaged Business Enterprise ( DBE ) goal for inclusion of disadvantaged and minority - owned businesses in federally - funded transportation projects .  
   WHAT: NDOT , in collaboration with Nevada Unified Certification Program ( NUCP ) partners , certifies qualified small women - and - minority owned businesses as Disadvantaged Business Enterprises ( DBEs ) . NDOT sets goals for DBE participation on both NDOT and Local Public Agency ( LPA ) transportation projects , and sets the overall triennial DBE goal for state transportation projects utilizing federal funds . In fiscal year 2020 , more than eight percent of contractors participating in transportation projects were disadvantaged business enterprises .  
   NDOT has concluded a disparity study that is required for states within the Ninth Circuit Court , and is hosting a public meeting to provide information on the proposed goal , as well as gather public comment . The department seeks to achieve or surpass its proposed triennial DBE goal of 9 . 9 percent .
   NDOT also has a robust DBE Supportive Services Program to promote DBE inclusion and participation in various programs , training opportunities , and networking events .
