   With guidance from the Section Chief of Health Planning & Policy, the manager leads COVID programming as assigned and in a manner consistent with regulatory and organizational standards. The manager supervises, and coordinates activities of personnel engaged in carrying out program goals.
   Position Status
   : Full-time employee, temporary status (anticipated through December 31, 2022; contingent on program needs and funding and potential for longer assignment). This position is eligible for a remote work schedule.
   Duties include: 
   Collaborates with CHP Section and Communications staff to implement evidence-based community health interventions to decrease COVID transmission
   Assists in development, coordination, and monitoring of a vaccine community awareness campaign as assigned
   Works closely with the Community Health Program Manager as assigned to support and assist with the coordination with community leaders to secure locations for community vaccination clinics based on need using epidemiological data
   Oversees the design of and/or conducts epidemiologic studies of disease or injury occurrence, including evaluation of behavioral and/or clinical interventions
   Oversees the development of intervention strategies, policies and procedures, and the evaluation of new and existing prevention and control programs based on epidemiologic findings
   Reviews and evaluates COVID reporting and surveillance systems, and advises program administrators of important incidence and/or prevalence changes within reporting areas
   Conducts on-going epidemiologic studies to investigate, identify and analyze incidence, prevalence, trends and causes of COVID
   Conducts or assists in in-depth investigations of disease clusters using epidemiologic methods, including gathering information and/or biological specimens
   Conducts field interviews, if needed, of case, potential case, and control subjects, and others to ascertain disease incidence and/or prevalence
   Oversees the development of SOPs, Policies and Community Profiles
   Maintains contact with community physicians, hospital staff, and other health care professionals or appropriate professionals, to encourage proper reporting of COVID
   Communicates with health care providers, social service agencies, schools, state, regional, and local officials, and others concerning disease investigation, prevention, and control
   Conducts epidemiologic investigations, surveys, and special studies relating to public health, including assessment of risk behaviors or continuing risk of exposure to COVID
   Conducts evaluations of control measures related to COVID
   Prepares investigation reports, statistical analyses, and summaries on completed epidemiologic studies and evaluations
   Works closely with the Section Chief for Health Planning and Policy as assigned, participating in   preparing grant applications, research reports, and other public health documents
   Analyzes and interprets epidemiologic data and assures the data in all reports produced by the program is accurate and relevant
   Assesses a disease outbreak situation and makes appropriate decisions
   Prepares scientific articles, makes presentations for professional groups, and clearly communicates the findings of epidemiologic studies
   Maintains a program that meets agency strategy, goals, and regulatory requirements
   Facilitates communication in program-related matters, maintaining strong collaborative relationships
   Practices responsible stewardship of CCPHC resources/public funds, working collaboratively with the Section Chief to develop and manage the program budget
   Monitors program performance and provides detailed reports, work plans and records to the Section Chief for action
   Proactively provides feedback for improvements that improve quality, efficiency, cost savings, productivity, systems, and/or procedures
   Ensures compliance with regulatory and CCPHC standards, and stays current on and advises Section Chief regarding program compliance changes
   Recommends changes when warranted regarding goals, policy, procedure, and controls related to program initiatives
   Utilizes data and continuous improvement processes to make evidence-based, forward-looking decisions and to improve efficiency, cost savings, and productivity
   Maintains accurate and organized program files according to Record Retention Schedule
   Maintains strict confidentiality; adheres to all HIPAA guidelines/regulations
   Reports for special assigned duties during a public health emergency, if applicable
   Supervisory Duties
   Management responsibilities include but are not limited to: Interviewing, on-boarding and training employees, planning, assigning and directing work, ensuring compliance with applicable regulations and organizational policy and procedure, maintaining a healthy organizational culture, and identifying and managing issues or conflict as needed. The manager also ensures a competent workforce by coaching and developing staff, monitoring and evaluating employee development and performance, and providing positive reinforcement or appropriate discipline as referenced in the Personnel Policy Manual.
   QUALIFICATIONS
   A Bachelor’s Degree from an accredited college or university in epidemiology, public health or related field is required; a Master’s Degree is preferred.
   Two or more years of professional experience in chronic disease, communicable disease, injury control, environmental epidemiology, or infection control, which included disease or injury investigation and risk assessment is preferred
   Two years or more experience in supervising teams and working in public health is preferred 
   Excellent communication, computer, organizational, attention to detail and accuracy skills are required; proficiency in statistical software is preferred 
   The ideal candidate will be a self-starter with a strong capacity to prioritize and complete a variety of tasks in a timely, accurate manner 
   A current driver’s license and auto insurance are required
