   Description
   The Prince George's County Planning Department of The Maryland National-Capital Park and Planning Commission is seeking a Management Services Division Chief to join our planning team. The Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents and is home to the University of Maryland at College Park, National Harbor, NASA Goddard Space Flight Center, and a world class parks and recreation system. As part of the Washington Metropolitan Region, the County is accessible by WMATA Metro rail and bus. We invite qualified candidates to apply for this position.
    We are seeking a knowledgeable, experienced, and detail-oriented progressive manager.  This position is responsible for a broad spectrum of administrative, human resources, fiscal, and managerial functions for the Planning Department.  Working closely with the Deputy Planning Director, this position assists in ensuring that work program projects and strategic initiatives are conducted efficiently and effectively.  The Management Services Division Chief oversees program-based budgeting, performance measures, general administration, publications and graphics for community outreach initiatives, web services, document production, procurement, facility management, office services, inventory, and records management.  The position directly supervises a staff of approximately 20 employees.
   Desired Knowledge, Skills and Abilities: 
   Thorough knowledge of management and administrative principles, practices, requirements, systems, procedures, and methods.
   Ability to make decisions and recommend solutions to administrative and operational problems.
   Thorough knowledge of the principles and practices of facility management, contract administration, program-based budgeting, matrix management, performance measures, and financial management.
   Ability to plan, direct and supervise the work of subordinates: supervisory, professional, administrative, and/or labor/trades personnel.
   Ability to effectively perform in a collegial, matrix management environment.
   Skill in oral and written communication to multiple audiences and organizations in varying situations sufficient to develop defenses of and justifications for recommended course of action.
   Skill in employee relations and creative performance evaluation approaches.
   Ability to manage several unrelated functional areas from budget, building management, publications and graphics, to web services.
   Strong business acumen.
   Examples of Important Duties
   Works with the Deputy Planning Director in developing administrative and support programs, organizational and fiscal plans that carry out the plans, directions, and policies authorized by the Planning Board and County Council.
   Coordinates the collaborative development of an annual budget and work program for the Planning Board and County Council approval. 
   Provides on-going fiscal advice to the Deputy Planning Director and senior managers to ensure that the Department's resources are prudently managed and within budget guidelines.
   Monitors all aspects of facilities management, including serving as project manager for construction and operations of department’s new headquarters.
   Monitors fiscal and operational performance, identifies trends and variances, identifies causes and recommends appropriate courses of actions.
   Monitors design, outreach, and delivery of programs, products, and services under the Division's purview.
   Assures the organization and its mission, programs, products, and services are consistently presented in a strong and positive manner to relevant stakeholders.
   Develops and implements department processes and engages in strategic planning.
   Assures that the communication team provides consistent, strong, and timely messaging, publications, and web services that will inform the public.
   Minimum Qualifications
   Bachelor's degree or four years experience in public or business administration or related fields and
   Eight years of broad and varied experience as an administrative specialist or related position that included two years of supervisory experience; or
   An equivalent combination of education and experience.

   The Prince George’s County Planning Department is currently located in historic Upper Marlboro, Maryland. Free parking is available for employees. In the foreseeable future, the Department will be moving to a newly renovated, state of the art building in Largo, Maryland, conveniently located near Metro and I-495.
   Person(s) hired for this position must provide proof of being fully vaccinated for COVID-19 (with limited religious or medical exceptions).
   The M-NCPPC offers a competitive salary range of $85,345 to $151,149 at the Division Chief level with an excellent benefits package including generous leave, extensive health coverage, deferred compensation plan, employer's retirement plan, and work-life programs.
