POSITION SUMMARY
:
The MS4 Intern will be responsible for assisting in the development, implementation, and coordination of all aspects of the Silver Spring Township Municipal Separate Storm Sewer System (MS4) Program under the Pennsylvania Stormwater Management Program. Also responsible for assisting in compliance efforts with the Township’s NPDES Permit for Stormwater Discharges and the Chesapeake Bay Pollutant Reduction Plan.
Essential Functions:
Assists with BMP inspections, ensuring Operation and Maintenance schedules are met.
Produces various maps to identify the location of inlets, outfalls and other MS4 features using GIS mapping technology.
Gather map resources from the County and other sources and make maps for Township departments as needed.
Provides educational materials related to MS4 for the Township's newsletter and website.
Assist in writing training plans and training schedules; provides for Township wide training to ensure MS4 compliance.
Assists with performing site visits, water sampling, evaluation of pollutants and determining their source, assisting in enforcement actions for non-compliant offenders.
Assist with research, designs, and implements projects such as riparian buffers, rain gardens, etcetera as a means of addressing requirements for pollution prevention and good housekeeping.
May perform other duties as assigned.
POSITION REQUIREMENTS:
Experience, Education, Licenses/Certifications
Education in Natural or Physical Sciences such as Environmental Sciences, Engineering/Architecture, Biology, Ecology, or a related field. Demonstrated experience in project management, with a background in natural sciences may be considered in lieu of a degree.
Experience working with Geographical Information Systems (GIS) and Global Positioning Systems (GPS). Specifically, ArcGIS, ArcCatalog, ArcGIS Online, and GPS Pathfinder.
Familiar with General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4), water quality regulations/total maximum daily load (TMDL) requirements.
Thorough knowledge of stormwater processes and water quality.
Familiar with the requirements of NPDES General Permit for Stormwater Discharges for MS4 including project management and compliance initiatives.
General Knowledge/Abilities
Ability to work effectively with project designers, government officials, legal staff, managers, regulatory personnel, and professional staff.
Ability to demonstrate a customer focused approach to solving problems.
Ability to communicate effectively to explain regulations in basic terms.
Ability to write effective communications to explain reasons for regulations.
Ability to interpret technical regulations and make practical applications in an even handed, consistent manner.
Knowledge and use of GIS for planning applications and possession of the technical expertise in order to utilize GIS software.
Must be able to function independently, have personal integrity, flexibility, and the ability to work effectively with the general public and fellow employees.
Must be able to execute the policies and procedures of Silver Spring Township.
Shall maintain a comprehensive knowledge of modern office practices and procedures to include Microsoft Office Suite.
Must possess excellent organizational and research skills.
Must possess and maintain a valid Pennsylvania driver’s license.
Other Requirements
Must be able to speak and read the English language.
Must be able to understand and follow both written and verbal directions.
Must be able to lift, pull, push, and move a maximum of up to fifty (50) pounds.
May require walking, standing, and sitting for extended periods of time.
May require climbing, kneeling, bending, and twisting while preforming inspection duties.
May require working outdoors during both normal and inclement weather.
