Under general supervision, performs highly responsible engineering/construction work of considerable difficulty requiring the application of engineering/construction techniques, procedures and criteria; performs related and other work as required and assigned.
An example of acceptable qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering (BSCE), or a four (4) year degree in Construction Technology, or closely related field. Experience must include engineering plan design and specification development, and experience working with local, state and federal standards and regulations, and dealing with the public in a governmental setting. Two (2) years of experience in public utility, sidewalk, waterline, road, storm and sanitary sewer construction including one
(1) year of practical experience in the field inspection of those facilities is desired. A combination of relevant education and work experience may be substituted in lieu of the above stated qualifications. Licensed Professional Engineer in Ohio or ability to obtain Ohio Professional Engineer Licensure preferred.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid State of Ohio driver’s license.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION:
For purposes of 42 USC 12101:
50% (1) Makes, directs and/or monitors field construction activities within the public right-of-way of the County and Township Road systems and public infrastructure improvements in new subdivisions; inspects work on construction projects to observe compliance with plans and specifications, to approve contractor payments, and to ensure effective construction and engineering control over the various projects; investigates field changes, makes final inspection of work and prepares reports including recommendations and observations; coordinates with utility companies throughout the design and construction phases of projects on any necessary adjustments/relocations required of utility company facilities; prepares cost estimates and bid documents for proposed construction projects; schedules and conducts field surveys and inspections to gather data necessary for the determination of maintenance and construction priorities; performs drafting and layout work as required; reviews subdivision plans for drainage, highway design and other engineering related items.
30% (2) Works closely with the design engineers and staff to the respective sections involved in the analysis, design, preparation and review of plans and specification; studies existing operations, policies, procedures, subdivision plans, rules and regulations, and develops methods, procedures and design, construction and maintenance standards for the installation, repair and/or replacement of roads, sidewalks, bridges, drainage and storm sewer systems, traffic engineering systems and other related structures and facilities; personally assists with plan and specification preparation and resolves various plan design and construction problems; supervises, assigns, reviews and coordinates the work of construction personnel and support staff engaged in said work.
10% (3) Investigates complaints and/or gives replies to the public concerning requests for construction information; interacts with state and local agencies, consulting engineers, contractors, township officials and the general public to interpret and explain rules, regulations, policies and procedures; provides and/or prepares information to the public such as detour routes; conduct pre-construction meetings and may attend public meetings as directed.
10% (4) Maintains a variety of records and prepares engineering and technical reports; reviews and inspects various permits for work in public rights-of-way.
(5) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions; attends professional education and training sessions, seminars, and workshops as directed; must demonstrate regular and predictable attendance; maintains required licenses and/or certifications.
