   JOB SUMMARY: Under administrative direction of the City Manager, the Library Manager is to direct, manage, supervise, and coordinate the programs and activities of the library.  Coordinate assigned activities with other City departments, divisions, and provide highly responsible and complex administrative support to the City Manager.
    
   ESSENTIAL JOB FUNCTIONS:
    
   Assume management responsibility for all services and activities of the City Library including reference, all public services, technical services, circulation and related programs.
   Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
   Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.  Recommend, within Department policy, appropriate service and staffing levels.
   Plan, direct, coordinate, and review the work plan for the library; assign work activities, projects and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
   Respond to and resolve difficult and sensitive citizen inquiries, complaints and issues.
   Serve as staff on a variety of State, regional and local boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
   Oversee and participate in the development and administration of the library program annual budget; anticipating funds needed for staffing, equipment, materials, and supplies; make purchases, monitor and approve expenditures; recommend and implement adjustments under the City Manager's direction.
   Review professional literature, preview, select and acquire materials for current patron needs and the informational needs of the community.
   Review collection to determine need for acquisitions, weeding and restoration of library material.
   Instruct, explain and answer in depth reference questions using library equipment and bibliographic tools.
   Perform related duties and responsibilities as required.
   Will lift and carry material up to 50 pounds, push and pull library cart up to 300 pounds; some exposure to dust, chemicals, mechanical and electrical hazards.
   Maintain appropriate attire and personal hygiene.
    
   OTHER JOB FUNCTIONS:
    
   Instruct staff and volunteers in use of all kinds of office and library equipment.
   Serve as staff liaison to Library Board, Friends of the Library and other outside groups which interact with the library. 
    
    
   REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSE:
    
   Master's degree in Library Science from a college or university accredited by the American Library Association.  Possession of, or ability to obtain, a valid driver's license and have a good driving record.  
    
    
   EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS:
    
   Five years of responsible professional public library experience.  Knowledge of operational characteristics, services and activities of a library program, management skills to analyze programs, policies and operational needs; principles and practices of library science, business management, program development, and administration; computers and their applications to libraries;  Federal, State and local laws, codes and regulations; principles and practices of municipal budget preparation, administration, characteristics, services and activities of a library program.  Ability to prepare clear and concise administrative and financial reports both orally and in writing.  Knowledge of principles of supervision, training, and performance administration.   Ability to select, supervise, train and evaluate staff.
    
   STARTING SALARY:  
   $
   54,884 to $57,102 Annually
