   During the May 24th City Council meeting , there was a request for the City Manager to provide weekly memo updates regarding efforts to implement the conditional emergency Urban Camping Ban Ordinance that was approved on May 17th .
   City staff began operating under an Incident Command System ( ICS ) Model on May 18th . This Model identified four working groups as implementation efforts move forward . This Group is currently comprised of City staff from twelve City Departments / Divisions and meets as a team on a weekly basis .
   Please find below the Situational update for the week of June 13 , 2022:
   
   Encampment Outreach / Clean - up / Enforcement Group ( Short Term )
   
   
   The camp clean - up notice Beta Test for two encampments occurred as planned on June 17th to allow for the Team’s to fully communicate and coordinate with all the Departments that will be involved with the step - by - step details of the process . The actual clean - up will occur June 24th . This process will allow the City to more confidently scale up enforcement once a more robust shelter option is made available .
   
   Loveland Fire and Rescue Authority ( LFRA ) , City Parks , and Open Lands & Trails met on - site at Barnes Park last week to discuss future fuel assessment and mitigation along the Big Thompson River and trails . Mitigation in the Kings Crossing area will begin after encampments are cleared . No fuel mitigation has ever been conducted and there are significant invasive vegetation growth along the river . In the meantime , the group will focus mitigation in the Cottonwood Run area , as it has similar vegetation issues and is closer to an established residential subdivision . Doing this will help determine the number of fire and other personnel for larger areas and time necessary for the future work .
   
   During this effort , LFRA Command staff is also planning to do some outreach with the adjacent businesses regarding these planned activities .

   
   Roll - off dumpster has been relocated to outside of fence line due to inability of staff to access and empty . Continue to look for another alternative to stem illegal dumping .
   
   Public Works is ready to assist with removal of debris from LFRA fire mitigation effort .
   
   CONEX container has been ordered to secure new 95 gallon bins at King’s Crossing location until needed for camper relocation . Anticipated to arrive this week .
   
   Public Works will assist with moving of bins with camper property to a secure storage site .
   
   
   
   
   
   Day / Overnight Shelter & Storage Group ( Short Term )
   
   
   Contract points with a local Motel have been completed for “sheltering” to accommodate up to four people so select encampments clean - up , storage and removal in the Kings - Crossing area can occur .
   
   A short - term private contract has been solidified to provide security and fire watch for the near - term while the City issues a formal Request for Proposal ( RFP ) for longer - term services .
   
   Continuing to partner with House of Neighborly Services ( HNS ) leadership to expand current day shelter hours and potentially activities at 137 Connect .

   
   Board of Directors will discuss the expansion during their regular meeting that is scheduled for early July , 2022 . If HNS does not wish to continue operating the day center , the Community Partnership Office will need hire additional staff for this service .
   
   
   
   Community Partnership Office continues to hire part - time night staff for shelter at 137 S . Lincoln . Start date will be determined after adequate staffing confirmed .
   
   In - stock wheeled City recycling carts ( new ) to be utilized as personal storage and to be located on - site at Kings Crossing .
   
   Large CONEX containers ( 3 ) have been ordered for proper storage of these personal property carts and expect delivery this week .
   
   
   
   Overnight Tent / Modular Campus Shelter Group ( Medium Term )
   
   
   Work continues to identify potential sites compatible with the interim shelter solution , zoning restrictions , as well as longer - term possibilities . Sites are being narrowed down and grounds clean - up will be needed in advance to ensure safety for campers . Neighborhood outreach will be part of any site and led by Development Services .
   
   Continuing to evaluate cost and availability of interim shelter options including tents , modular units , and support services such as water , power , showers , laundry etc . Shower units and restroom facilities have been ordered and are anticipated to arrive soon . CONEX container ( s ) will be made available to secure camper personal property .
   
   The Team has identified a possible local - sourced modular option that could be viable . Staff to inspect these modular units this week for Code requirements and hope to make a decision on purchase as soon as possible . Tent alternatives also have been scoped and priced if needed to accommodate overflow demand .
   
   Facilities staff with the assistance of an outside consultant are continue to conduct local site visits/evaluations of both City - owned and private property that may be used for a medium term solution . This base work will be lead to site layout , preparation plans and implementation costs .
   
   
   
   24/7 Day & Overnight Shelter Group ( Long - Term )
   
   
   No significant updates at this time . However , Facilities staff and agent continue to explore potential properties/facilities adequate for long - term shelter location and needs .
   
   
   
   Encampment Ban Project Budget:
   
   
   Expenditures has been minimal during this early planning stage . However , significant investments are pending .
