During the May 24th City Council meeting , there was a request for the City Manager to provide weekly memo updates regarding efforts to implement the conditional emergency Urban Camping Ban Ordinance that was approved on May 17th .
City staff began operating under an Incident Command System ( ICS ) Model on May 18th . This Model identified four working groups as implementation efforts move forward . This Group is currently comprised of City staff from twelve City Departments / Divisions and meets as a team on a weekly basis .
Please find below the Situational update for the week of June 6 , 2022:
Encampment Outreach / Clean - up / Enforcement Group ( Short Term )
The camp clean - up notice Beta Test , originally planned for implementation last week , was delayed until June 17th to allow for the Team’s to fully communicate and coordinate with all the Departments that will be involved with the step - by - step details of the process . With clean - up now scheduled for June 24th . This process will allow the City to more confidently scale up enforcement once a more robust shelter option is made available .
Loveland Fire and Rescue Authority ( LFRA ) , City Open Lands & Trails and City Public Works will be meeting on - site at Kings Crossing this week for initial assessment of the scope of fire mitigation in that area in order to determine number of fire personnel and time necessary for the work . Actual mitigation will not begin until encampments have been significantly cleared .
During this effort , LFRA Command staff is also planning to do some outreach with the adjacent businesses regarding these planned activities .
The roll - off dumpster has been relocated within the fence line at Kings Crossing at the suggestion of the adjacent business owners .
Day / Overnight Shelter & Storage Group ( Short Term )
Work continues on contract points with local Motel to begin “sheltering” up to four people to begin select encampments clean - up , storage and removal in the Kings - Crossing area .
Work continues on short - term private contract to provide security and fire watch for up to three months while the City issues a formal Request for Proposal ( RFP ) for longer - term services .
Continuing to partner with House of Neighborly Services ( HNS ) leadership to expand current day shelter hours and potentially activities at 137 Connect .
Board of Directors will discuss the expansion during their regular meeting that is scheduled for early July , 2022 .
Community Partnership Office has begun hiring part - time night staff for shelter at 137 S . Lincoln . Start date will be determined after adequate staffing confirmed .
Confirmed the availability of in - stock wheeled City recycling carts ( new ) to be utilized as personal storage .
Large CONEX containers ( 3 ) have been ordered for proper storage of these personal property carts .
Overnight Tent / Modular Campus Shelter Group ( Medium Term )
Work continues to identify potential sites compatible with the interim shelter solution , zoning restrictions , as well as longer - term possibilities .
Continuing to evaluate cost and availability of interim shelter options including tents , modular units , and support services such as water , power , showers , laundry etc .
The Team has identified a possible local - sourced modular option that could be viable .
Facilities staff with the assistance of an outside consultant are continue to conduct local site visits/evaluations of both City - owned and private property that may be used for a medium term solution . This base work will be lead to site layout , preparation plans and implementation costs .
24/7 Day & Overnight Shelter Group ( Long - Term )
No significant updates at this time .
Encampment Ban Project Budget:
Expenditures has been minimal during this early planning stage .
