   JOB SUMMARY:  
   This position is under general direction of the Fire Protection District Chief (Fire Chief) or his/her designee (command staff), this position performs the duties of an all-risk fire protection district including, but not limited to, response to fires and medical incidents, vehicular accidents, hazardous material incidents, technical rescue incidents, and participates within an ICS ; conducts wildland fire fuels reduction projects and courtesy residential wildland fire fuels evaluations; engages in sustained manual labor related to these duties; and conducts routine duties such as equipment, apparatus, and facilities maintenance/cleaning, and other related work as assigned.
   DISTINGUISHING CHARACTERISTICS: 
   This is an entry-level position in the firefighter series. It is a less-than part-time position (less than 1,039 hours per fiscal year), is “at-will”, and is dependent upon peak response time needs as determined by the Fire Chief. Length of employment, hours worked, and scheduling are at the discretion of the Fire Chief. The incumbent is not guaranteed work hours and may not work at all for extended periods. 
   EXAMPLES OF ESSENTIAL FUNCTIONS: 
   The duties listed below are examples of the work typically performed by an employee in this position. Performance of these functions is the reason the job exists. An employee may not be assigned all duties listed and may be assigned duties which are not listed below. 
   Under direct and indirect supervision, assists in wildland fire responses, structural fire suppression, fire prevention and education, medical transport and on-scene treatment, and hazardous materials emergencies; pre-suppression activities; hazardous fuels reduction management; wildland fire and medical emergency aviation;
    
   and equipment and facility maintenance/cleaning.
   Responds to, establishes initial command, and participates in suppression operations at wildland and structural fire incidents; pulls hose deployments and directs hose streams; constructs and patrols fire control lines; raises and climbs ladders; uses fire extinguishers; ventilates structures; performs overhaul and salvage work in order to preserve and protect lives, property, and natural resources.
   Participates in pre-suppression activities; conducts inspections of emergency and non- emergency equipment and apparatus; performs daily clean-up and maintenance of equipment, buildings, and grounds; checks inventory and supplies; meets with cooperators and discuss fire danger situations; patrols area and identifies potential hazards in order to evaluate equipment needs and prepare for fire suppression responses.
   Participates in hazardous fuels management projects; operates wood chippers, chainsaws, and other forestry tools and equipment to mitigate fire hazards and improve forest and rangeland health.
   Participates in wildland fire and air ambulance aviation; load and unload helicopters; and, coordinate helicopter bucket drops.
   Instruct students and public groups in fire prevention; posts, paints, installs and maintains danger and prevention signs; conducts home defensible space inspections to identify hazards and recommend corrective measures; and makes safety inspections of facilities in order to reduce the incidence of fires.
   Assists in municipal fire inspections and should have a general knowledge of forest and division of forestry fire laws and best management practices; observes people and vehicles and their activities in order to detect and report violations; preserves evidence and protects and controls fire scenes point of origin areas.
   Responds to medical emergencies, hazardous materials incidents, and traffic accidents including extrication; provides EMS service to the level in which s/he is certified; provides Cardiovascular Pulmonary Resuscitation (CPR); responds to hazardous material spills according to established guidelines and instructions; operates rescue and extrication tools; assists with other all-risk emergencies to protect life, property, and environment.
   Assists with training to their appropriate level of certification and instructs under certified trainers as directed by supervisors.
   Prepares detailed incident response reports as required within policy and guidelines.
   Updates, prepares, checks and is able to utilize mapping programs, including internal map books, externally produced map books, computer mapping, and topographic legal descriptions.
   Informs other staff of all bulletins, notices, and other pertinent information from previous shift(s), and updates superiors on issues and suggests solutions that may rectify situations.
   Responds to fire emergencies; drives and operates engines, pumps, ladder trucks, and specialized vehicles; performs fire ground operations; establishes an initial incident command system and evaluates the situation; documents events for written incident report.
   Responds to medical emergencies and vehicular accidents; triages incidents, establishes incident command system, and determines needed levels of care; operates equipment necessary to reduce and/or eliminate danger and rescue victims, performs emergency medical care to level certified, transports sick or injured persons as certified to do so, reports to medical personnel the status of patients while en-route; completes all required paperwork.
   Responds to hazardous materials emergencies; identifies potential hazardous materials situations, determines strategy for dealing with incidents until relieved by higher command staff; proceeds with evacuation procedures, sets up and provides decontamination and proper handling of contaminated patients.
   Performs rescue efforts; determines tactics to use during initial operations, ensures the safety of all rescue personnel, enters hazardous environments, and administers appropriate techniques to accomplish rescues.
   Provides industrial, residential, and forestry fire inspections; informs the public of fire hazards and how to prevent fires in various situations; provides fire awareness training and education in conjunction with full-time personnel.
   Maintains equipment, apparatus, and fire stations; assures that all equipment is in a state of readiness at all times; checks equipment according to schedules; cleans and maintains the station house in accordance with department policies and notifies superiors of any maintenance needs or safety concerns.
   Participates in training; reads reference materials including administrative practices and policy manuals, fire science literature, technical journals, and educational publications; attends mandatory training to maintain the minimum qualifications for employment; attends training sessions on-site at the fire station and at other institutions; participates in practice drills and physical fitness activities, including mandatory annual NWCG pack testing or other identified annual physical fitness testing process as determined by the employer.  
   Responds to call-out in emergencies, other than normal working hours, as needed and approved by superiors. For example, may respond to and actively participates in all-hazard Incident Command Systems (ICS); provides assistance in the integration of facilities, equipment, personnel, procedures, and communications operating within a common organization ICS structure; assists in coordinating responses among various jurisdictions and functional agencies, both public and private; and assists in establishing common processes for planning and managing resources in the ICS; assists departments on their emergency management and ICS plans.
   QUALIFICATIONS
   Knowledge of
   Principles and practices of an all-risk fire protection district; policies, procedures, laws, and regulations governing fire control and prevention activities and fire station operations; fire behavior and suppression techniques; universal fire vocabulary and expressive techniques; emergency medical care and emergency medical service system delivery.
   Basic mechanical and building construction maintenance principles; the standard of care and documentation required for all procedures; universal safety precautions when providing medical attention.
   Correct English usage including grammar, punctuation, and vocabulary.
   Ability to
   Effectively implement operations consistent with department policies and goals; follow directions given by supervisors; work effectively under the pressure of dangerous situations, deadlines and emergencies; establish and maintain effective working relationships; analyze and evaluate activities and methods of an all-risk fire protection district; select alternative solutions, project the consequences of proposed actions, enforce regulations, protect the public consistent with regulations and district policies and procedures; communicate effectively in-writing on matters related to district operations; operate all-fire and emergency equipment and apparatus; operate telecommunication equipment; administer medical care and life support procedures to their current level of certification; and solve problems to identified issues.
   Communicate effectively with individuals in a variety of different emotional states, from a variety of different backgrounds with different educational backgrounds and mental capacities; rapidly shift among communication styles; control situations involving irate and emotionally distraught persons; communicate in-person or by any form of communication device; respond to and make decisions under stress of emergency and confrontation; remember and make a written record of observations and actions taken; use a computer to enter and retrieve information.
   Dozer Operator must be able to effectively operate heavy equipment including bulldozers, excavators and other heavy equipment. Transports with various types of transmission configuration and lowboy trailers as determined by the Fire Chief. The 6 Month Seasonal Firefighter job description includes a position statement if the incumbent is also a Dozer Operator.
   Operate basic modern office equipment including, but not limited to, telephones, fax machines and copiers; personal computer programs such as Microsoft Windows and Office; basic AS400 systems interface’ and other applicable programs and software.
   Continue education and training to remain current on latest policies, practices, and required certifications.
   Consistently demonstrate positive attitude and progressive actions through the display of professionalism, courtesy, tact, and discretion in all interactions with coworkers, supervisors, and the public.
   LICENSING, EDUCATION & OTHER REQUIREMENTS
   Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
   Minimum of one-year experience as an active volunteer firefighter; or
   Graduate from an approved Fire Academy or higher training program.
   Special requirements and certifications:
   High school graduate or GED/HSE equivalent - minimum
   S-110, 130 and 190 – minimum
   ICS-100 and ICS-200 – within 30-days of hire
   NFPA or Nevada Firefighter I Certificate - preferred
   CPR Certification – minimum
   S-290 – preferred
   Wildland Firefighter I – preferred
   Members of the United States Regular Armed Forces will be given 5 preference points for any examination and may be given preference in hiring.
   Pursuant to NRS 284.4066, all positions in this series have been identified as affecting public safety. Persons offered employment in this class must submit to a pre-employment screening for controlled substances.
   The
   Firefighter
   employee must possess a valid Class B Commercial Driver License or Permit, or, a Class B Driver License with F Endorsement at the start date. The
   Dozer Operator
   must possess a valid Class A Commercial Driver License at the start date.
   ·         
   Applicants will be required to pass a thorough medical examination and physical agility test prior to hire and for continued employment. 
   The new hire must successfully pass a criminal background investigation.
   PHYSICAL REQUIREMENTS & WORK ENVIRONMENT
   The requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
   Physical Requirements.
   Strength, stamina, and dexterity to sit in and operate a vehicle on rough roads and off-road terrain; walk on uneven and slippery surfaces; move from place to place within the fire station and at emergency sites; repeatedly stoop, stand, and sit; dexterity and coordination to handle fire equipment, apparatus, and large and small hand-tools; perform heavy manual labor tasks using hand and power tools such as shovels, picks, and rakes for sustained periods; perform repetitive motions including use of controls with hands and feet for sustained periods; frequent lifting of items weighing up to and over 50 pounds; reach for items above the head and below the feet; climb up and down ladders; enter confined spaces and other areas that are immediately dangerous to life and health; visual acuity sufficient to read gauges and observe conditions at emergency sites in a variety of lighting conditions, including bright light, low light, and low-visibility conditions. This classification requires successfully passing an annual NWCG pack test or other physical fitness testing model as adopted at the fire district at a minimum, and may require successfully passing a physical agility test in addition to the pack test at the Fire Chief’s discretion.

   Working Environment. 
   Work in outdoor and indoor environments with intermittent to frequent exposure to a variety of extreme weather conditions including heat, rain, snow, cold, wind, and dust; work under significant risk conditions such as fire, injury, and death; occasional work in confined areas and spaces; work is typically performed independently; frequent travel by motor vehicle and use of other motorized equipment, including heavy equipment; work will include some contact with angry and upset individuals under stressful situations.
