Under the general direction of the Assistant City Manager, the Information Technology Manager is responsible for the City’s information systems through coordinating system analysis, maintenance, programming, installation, support and development activities through direct and indirect staff for networked computer systems, telephone systems, and other computer hardware and software.
ESSENTIAL JOB FUNCTIONS: Devise and establish IT policies and systems to support the implementation of strategies set by upper management. Supervise IT staff, complete employee evaluations, develop career development plans, provide guidance on projects and tasks, administer employee disciplinary action as appropriate. Provide training to City staff on applications, software, and hardware. Evaluate and diagnose computer hardware and software problems associated with the City’s computers and related equipment; perform diagnostic testing on hardware and software; and repair/install hardware and software. Assist with set up of technology needs, such as for meetings or events, live/recorded streaming, etc. Manage local area networks (LAN), wide area networks (WAN), network segments, routers, switches, internet connections, and other systems. Manage the daily operation of citywide systems, including scheduled backups, power downs, initial program loads, cyber security administration and threat management, and end user assistance. Establish, execute, and maintain equipment and software inventory, as well as a computer maintenance and equipment repair schedule. Develop and execute the annual department budget: research, evaluate, recommend, and forecast funds needed for services, equipment, and materials, monitor expenditures; assess departmental needs and make recommendations; prepare bid specifications and evaluate bids. Work with City staff and outside consultants to update, modify, and maintain City website, software, etc. Cultivate and maintain successful working relationships with vendors for software, hardware, and service providers. Maintain and enhance knowledge of industry trends, issues, etc. through ongoing training and participation in professional associations such as ISACA. Process and audit City cellphone/telephone invoices. Operating master consoles to monitor the performance of networks and computer systems. Coordinating computer network access and use for employees and vendors both local and remote access. Maintaining and programming VOIP phone system. Maintaining multiple Data Centers including servers, UPS’s, HVAC and backup generators. Manage the master IP address list. Assist with Help Desk. Other duties as assigned.
