   This is a responsible, supervisory position. Duties include supervising team leaders, monitoring staff performance, providing leadership and guidance to the Waiver Services staff, monitoring data systems and processes to ensure quality service provision, preparing reports for supervisors, other section managers and senior management, manage AACOG IDD Services, ensure compliance with performance contracts to maximize revenues from contacts and time studies. Responsibilities include monitoring compliance with state performance contracts relating to IDD Services; Supervising program staff; Developing and managing multiple budgets; Preparing and delivering financial and services reports; Developing and administering department policies and procedures; Assuring IDD program complies with Health and Human Services Commission (HHSC) standards for service coordination services; Reporting and monitoring progress forward target goals for the IDD Services Department; Performing high level managerial work in the oversight of the IDD operations and activities of the Home and Community-Based (HCS) and Texas Home Living (TxHmL) Waiver programs, including overseeing the service coordination unit; Overseeing the advocacy, coordination, monitoring and execution of quality programming for consumers in waiver programs, while ensuring consistent compliance with state and federal operating standards; Instructing and training agency staff or volunteers in skills required to provide services; Working to ensure that services operate in a cost effective manner and meet budget projections;   Acting as a liaison with key community stakeholders and partner agencies.
   Supervises team leaders and provides technical assistance to all Service Coordination staff; Managerial work to include oversight of daily operations and activities of the waiver services staff; Prepares and presents reports, analysis and procedural recommendations to senior management; Reviews and monitors department progress toward targets; Develops and implements corrective actions to improve and enhance program achievement. Duties include caseload management for assignments, suspensions, terminations, reassignments and transfers; Resolves customer problems and reports as required on performance, issues and resolutions; Develops, in coordination with staff, ideas, training and solutions for service or process issues based on observations and analysis; Works with State to expedite transfers, enrollments, processing of actions and other coordination to improve and enhance services for all IDD consumers; Represents AACOG IDD Services at Medicaid Fair Hearings, Quality Management/ Utilization Management (QM/UM), risk management and other meetings and conferences as assigned; Authorizes line-item budget requests, such as mileage, travel reimbursements and supplies; Coordinates and monitors employee participation in the Medicaid Administrative Claiming (MAC) time studies; Schedules staff to maintain expected levels; Monitors program appointment scheduling for all staff and data systems assignments to reflect appropriate workloads; Ability to lift 10 – 15 pounds is required; Adequate health and physical mobility to get up and down off the floors as required First/CPR provision and application of SAMA techniques; Performs other job related duties as assigned. 
   Desired Education/Job Experience:
    Bachelor's Degree in Behavioral or Social Sciences preferred. Five (5) years of experience in administering social service programs; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.  Prefer bilingual fluency in both English and Spanish.
   This position is a Pay Grade 19, with a starting annual salary of $57,054.40. This is an exempt position. Open until Filled.
