   The HUD - VASH program is designed to provide housing and various supportive services to veterans experiencing homelessness . It combines rental assistance from HUD with case management and clinical services provided by the VA . Thanks to the collaborative efforts of HUD , VA , and the United States Interagency Council on Homelessness ( USICH ) , the number of homeless veterans has decreased by 11% since early 2020 – the largest decline in over five years .
