   DISTINGUISHING FEATURES OF CLASS:
   A technical position involving responsibility for developing and maintaining the City's geographic information system database, responding to inquiries regarding data and information contained in the GIS database.
   SUPERVISION RECEIVED:
   Works under the direct supervision of the City Engineer.
   SUPERVISION EXERCISED:
   None.
   ESSENTIAL JOB DUTIES:
   The following essential job duties are listed in order of importance, with the most important duty listed first. After each is the approximate time the incumbent spends performing that duty every week.
   Maintains, updates and expands the City's GIS database of map features. (70% of week)
   Maintains citywide address records. Assigns new addresses and changes existing addresses as necessary. (5-10% of week)
   Responds to inquiries from other departments, other governmental agencies, private sector companies and the general public. (5-10% of week)
   Drafts engineering drawings and sketches with computer drafting programs. (<5% of week)
   Maintains plan records, as-built drawings and other City utility and street records. (<5% of week)
   Performs field data collection with global positioning system equipment as needed. (<5% of week)

   KNOWLEDGE, SKILLS AND ABILITIES:
   The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties.
   Knowledge of drafting and surveying as applied to public works and utilities projects.
   Knowledge of computer hardware, software and networking.
   Knowledge of and experience using the City's computer software, including but not limited to ArcMap, ArcCatalog, ArcView, MicroStation, PDF Editor and MS Office.
   Knowledge of and experience with database management.
   Knowledge of GIS concepts, procedures and technology.
   Knowledge of global positioning system equipment.
   Knowledge of cartographic techniques. 
   Ability to analyze and interpret plans.
   Ability to effectively communicate verbally and in writing.
   Ability to establish and maintain effective working relationships with other employees, supervisors, public officials, other governmental agencies and the general public.
   Skill and ability to operate required tools and equipment.
   TOOLS AND EQUIPMENT:
   The following list of tools and equipment is a representative but not necessarily all-inclusive inventory of items needed to successfully perform the essential job duties.
   Telephone, writing utensils, facsimile machine, photocopy machine, personal computer, printer, plotter, calculator, drafting equipment, survey equipment and protective clothing.
   PHYSICAL DEMANDS:

   Regularly (>80% of day) sits, uses hands to operate a computer and uses close and color vision. Frequently (50-80% of day) talks, hears and adjusts eye focus.
   Rarely (<20% of day) stands, walks, drives, kneels, crouches, uses distance vision and lifts/moves up to 50 pounds.
   WORK ENVIRONMENT:

   Regularly (>80% of day) works in a climate controlled office, around others, under minimal supervision, and in a moderate noise environment.
   Occasionally (20-49% of day) works with the public.
   Rarely (<20% of day) works in outside weather conditions, dusty conditions, under close supervision and under deadlines.
   MINIMUM REQUIREMENTS:
   The incumbent must possess the following minimum requirements in order to successfully perform the essential job duties.
   Graduation from a four (4) year college with a bachelor' s degree in computer science, geography, civil engineering or related field and at least two (2) years’ experience using GIS. An equivalent combination of education and experience that provides the required knowledge, skills and abilities may be substituted for this requirement.
   Valid driver's license.
